Full-Time Environmental Policy Regional Team Lead
Job Description
- Develop, maintain, and guide a team of NEPA/SEPA experts in NCDOT who serve as internal consultants to project managers and others developing NCDOT projects.
- Coordinate formal and informal trainings to internal/external NEPA/SEPA practitioners supporting transportation project development.
- Prioritize and oversee NEPA/SEPA compliance.
- Review project documents for consistency and adequacy.
- Provide consultation and guidance for efficiently developing projects and the associated environmental analysis decision-making.
- Network (in-person and virtually) with other states to identify best practices and represent NCDOT at local/state/national forums on environmental policy topics.
- Keep abreast of changes in regulation/legislation.
- Review draft state/federal legislation to collaboratively recommend policy and process changes.
- Draft NCDOT responses on behalf of Executive Leadership on proposed regulatory changes.
- Strategically assign NEPA/SEPA review tasks to staff.
- Ensure participation at Merger Meetings to support project advancement through the Section 404/NEPA Merger Process and pursue environmental streamlining opportunities throughout project planning and design.
- Serve as a liaison across all projects in your region with a goal of carrying a consistent message on NEPA/SEPA requirements and project deliverables.
- Ensure that engineering decisions and supporting analyses are adequately presented in project-specific environmental documentation.
- Working knowledge of the National/State Environmental Policy Acts and related federal/state environmental regulations and policies (404/401, Section 7, Section 106, 4(f), Environmental Justice, etc.).
- Project management expertise in developing/managing project scopes, schedules, costs, and budgets.
- Experience leading multi-disciplinary teams, promoting teamwork, and fostering communication with senior leadership, stakeholders, citizens, and among project team members.
- Experience leading transportation and environmental decision-making, and/or preparing NEPA/SEPA documents.
- Experience developing and leading training opportunities.
- Experience supervising 3+ permanent employees.
- Bachelor’s degree in agricultural, biological, engineering, environmental/natural resource sciences, or a closely related field, and
- 6+ years of environmental working experience, and
- 2+ years of supervisory experience; or
- An equivalent combination of education and experience.
