GENERAL PURPOSE: 

Under general supervision work independently but collaboratively to envision, build, and oversee the agency’s enterprise data and analytics platform, including its associated technology environment, data governance, standards, policies, and services. As part of the enterprise architecture group, this position will work closely with key agency stakeholders to define the future state data environment that enables quicker, more flexible, data-based decision making, as well as enable strategic agency goals through data. Key to this role is to strive towards a new model of data self-service, enabling the business units to be more agile, rather than constrained through a more traditional and rigid enterprise approach.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Conceptualize, roadmap, and plan the agency’s enterprise data strategy.

• Design and oversee the agency’s reference architecture for data marts, warehouses, tooling, and analytic environments.

• Partner with data and infrastructure architecture to design and direct the implementation of on-premise and cloud-based data technology components.

• Partner with the data and information services team to perform detailed design and implementation of data platform and business solutions.

• Develop, approve, and promote the creation of agency data standards and practices.

• Design, initiate, and support agency data governance needs.

• Maintain awareness of capacity, demand, value and cost, and work closely with the data and information team to optimize ongoing cloud or other expenses.

• Ascertain the need for and guide the development of agency policy, procedures, and standards for the effective use of data both within and outside of the enterprise.

• Ascertain the need for, own and oversee the creation of any enterprise schemas, taxonomies, and related master data.

• Participate in technology and data change management efforts.

• Perform as the service architect for ITSM-focused data services.

• Provide data solution architecture support as needed, including surveying of needs, schema design, and ELT/ETL design.

• Remains current on emerging technologies and makes recommendations for pursuing new products and technologies.

• Foster an inclusive and collaborative environment, partnering with data stewards, champions, and owners to build an effective cross-functional team to guide the evolution of the agency’s data needs.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree in Information Technology/Computer Science or related field, Master’s degree preferred. Eight years of senior-level experience as a Data Applications Developer/Engineer or Database Administrator or experience as a Data Architect. Experience with cloud data warehouse technologies, Microsoft Azure data platform services and in building a broad data-focused capability; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:

Azure Solution Architect, Azure Data Engineer.

Required Knowledge and Skills:

• Expert level knowledge of data architecture principles, approaches, best practices, and emerging technologies related to data and data hosting.

• Knowledge of data classification, protection, data privacy, compliance, and security principles.

• Knowledge of data ingestion design patterns, including streaming analytics, complex event processing, and micro-services.

• Data management concepts, including data catalogs, ETL, ELT, Kimball, OLTP, OLAP.

• Knowledge of data development and data discovery methodologies.

• Data lakes, data marts and warehouses, and data pipelines.

• Big data platforms, solutions and tools.

• Data governance processes and structures.

• Design, management and use of semantic models.

• Data Quality Management and Data Cleansing techniques.

• Creating conceptual, logical, and physical designs for data and platform layers.

• Executive engagement, presentations, and communications.

• Master data management best practices and the ability to guide in their implementation and maintenance.

• Translation of strategy into strategic technology plans for data and data platforms.

• Maintain oversight of the risks and issues associated with data and direct analysis and problem-solving efforts as needed.

• Incremental delivery and continuous improvement.

Preferred Knowledge and Skills:

• Knowledge of transit, industrial operations or related disciplines.

• Knowledge of service bus and web service integration concepts.

• Knowledge of more modern data concepts that support data science, such as data lakes.

• Data management tools including SQL Server, SSIS, and Azure Data Platform services such as Azure Data Lake, Azure Data Factory, Azure Synapse etc.

• Data analysis tools, including SSAS, Power BI, Azure Analysis Services and Data Lake Analytics.

• Data services and Data as a Service architecture.

• ITIL and ITSM concepts.

• Real-time data acquisition, processing, analysis, and dash boarding.

• Development and oversight of contract SOWs and vendors.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
