Full-Time Engineering Technician III
Job Description
- Serve as a senior project roadway/structure inspector and support senior engineers in the administration of highway construction contracts.
- Monitor contractor daily operations and perform/review test reports to ensure all work and materials conform to specifications, plans, and contract documents.
- Perform contract administration, such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment.
- Resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery.
- Assist other NCDOT staff and contractors in utility relocation efforts by inspecting and tracking relocation work.
- Anticipate contract problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and quality of delivered projects.
- Monitor contractor operations to ensure compliance with subcontract agreements and contract Disadvantaged Business Enterprise (DBE) requirements.
- Ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits.
- May direct and schedule junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner.
- Manage all aspects of assigned construction projects with limited supervision from senior engineers.
- Contribute to the leadership, management, counseling, and training of junior technicians, both NCDOT and contractors.
- Communicates and coordinate work effectively with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing project progress.
- Experience analyzing and interpreting highway construction plans, and applying engineering concepts to solve complex problems.
- Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
- Customer service experience related to solving problems involving explaining complicated engineering concepts to customer groups.
- Ability to establish and maintain positive communications between technicians, engineers, contractors, and the public.
- Strong communications skills to effectively communicate (verbally and in writing) in a clear, concise, organized, and persuasive manner.
- Ability to make independent decisions using sound engineering judgement.
- Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
- Strength and agility to perform moderate physical activity, including walking, climbing, balancing, kneeling, standing, and lifting 50 pounds.
- Computer skills in Microsoft Office (Word, Excel, and Outlook), use of iPads/tablets, HiCAMS, and SharePlus/SharePoint.
- Advanced working knowledge of math functions (algebra, geometry, and trigonometry).
- Ability to work nights/weekends as required by project workload/staffing with fluctuating hours.

- Associate’s degree in Engineering Technology, Survey Technology or a related field, and
- 3+ years of relevant technician experience; or
- An equivalent combination of education and experience.
