Full-Time Engineering Supervisor III – Integrated Mobility Deputy Director for Finance and Administration
Job Description
- Serve as the Integrated Mobility Division’s (IMD) Deputy Director for Finance and Administration.
- Assist our Director with management of NCDOT operations, process improvements, and operational innovations to streamline work and improve efficiency/effectiveness.
- Manage our finance and grant administration activities.
- Manage procurements, contracting, safety security training, and compliance.
- Create and manage our IMD budget, spend plan, and funding forecasting, including ongoing reviews and adjustments of the budget to ensure alignment between obligations/expenditures each fiscal year.
- Oversee administration of all federal/state grants, including the application process, development of agreements, payment of reimbursement claims, and all associated oversight responsibilities.
- Manage and lead a team of mid-level managers, transportation consultants, and subject matter experts in procurement, finance, and grant administration.
- Be a key contributor to NCDOT management by providing your strong professional presence, expertise, business sense, strategic vision, and leadership in process and program improvements.
- Serve as a senior member of the IMD leadership team and represent the IMD Director and NCDOT at local, state, and national meetings/forums/conferences, with elected and system officials.
- In-depth knowledge of transportation state and federal guidelines/regulations.
- Leadership experience managing projects, programs, staff, and consultants.
- Experience serving as a technical advisor to internal and external partners.
- Excellent verbal and written communications skills working with diverse audiences.
- Demonstrated ability to establish and maintain working relationships with customers and stakeholders.
- Management experience supervising 3+ permanent employees, contractors, and/or consultants.
- Ability to provide conclusions and recommendations that are based on extensive professional knowledge and judgment.
- Ability to oversee unit organization supervisor to ensure compliance with all staffing matters including recruitment, selection process, performance management, and disciplinary and grievance issues.
- Ability to plan, organize and direct the activities of professionals and handle difficult problems encountered by staff.
- Bachelor’s degree in Engineering, and
- 5+ years of engineering experience, including
- 3+ years of management experience; or
- An equivalent combination of training and experience.
- Candidates with experience in administration of federal/state funds, supervisory, and process improvement.
- We may require registration as a professional engineer with the NC Board of Examiners for Engineers and Surveyors.
