Full-Time Engineering Specialist – Senior Project Inspector
Job Description
- Monitor contractor’s daily operations and perform/review test reports to ensure all work and materials conform to specifications, plans, and contract documents.
- Perform contract administration including pay record entry/review, materials-received reports, certified payroll reviews, daily diary reviews, as-constructed plans preparations, and monthly quantity verifications prior to estimate payment.
- Resolve daily constructability issues and troubleshoot problems to mitigate project delivery delays.
- Assist staff and contractors in utility relocation efforts by inspecting and tracking relocation work.
- Anticipate contract problems and advise engineering staff of needs for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely-delivery, and/or quality of delivered project.
- Monitor contractor’s operations to ensure compliance with subcontract agreements and with the contract Disadvantaged Business Enterprise (DBE) requirements.
- Ensure compliance with NC Sedimentation and Pollution Control Act and that all work performed in permitted areas is done in accordance with permits.
- Direct and schedule work of junior technicians in staking out and inspecting every phase of construction projects to ensure they are built according to contract documents in a timely and cost-effective manner.
- Manage all aspects of assigned construction projects with limited supervision from senior engineers.
- Engage with NCDOT leadership, management, counseling, and training of junior technicians, both NCDOT and contractors.
- Communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing project progress.
- Experience analyzing and interpreting highway construction plans.
- Construction engineering experience in the planning, developing, scheduling, tracking, and completing or projects independently or with limited supervision.
- Experience applying engineering concepts to solve complex problems.
- Computer skills using Microsoft Office and CADD drafting.
- Surveying experience conducting independent, moderately-complex surveys.
- Ability to establish and maintain positive communications between technicians, engineers, contractors, and the public.
- Solid verbal and written communication skills to effectively communicate in a clear, concise, organized, and persuasive manner.
- Expertise and maturity to make independent decisions using sound engineering judgement.
- Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction.
- Agility to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.
- Strength to lift 50 pounds.
- Advanced working knowledge of math functions.
- Commitment to safety across all operations.
- Experience with HiCAMS, and SharePlus/SharePoint.
- A state driver’s license.
- You must be able to work nights/weekends as required by project workload/staffing with fluctuating hours, if need be on any assigned project in NCDOT Division 9.
- Safety toe shoes are required.
- Associate’s degree in Civil Engineering Technology, Survey Technology, or related discipline, and
- 6+ years progressive technician experience; or
- High School/GED Diploma, and
- 8+ years progressive technician experience; or
- An equivalent combination of education and experience.
