Full-Time Engineer III – Project Development & Environmental Analysis
Job Description
- Coordinate with private engineering consultants, NCDOT Project Managers, Division Management, technical subject matter experts, planning organizations, transit agencies, municipal and county staff, Federal Highway Administration, and regulatory agencies to ensure our projects comply with National Environmental Policy Act (NEPA)/State Environmental Policy Act (SEPA) regulations, environmental laws, local, State, and Federal policies, and NCDOT guidance relevant to the resources present within the context of each project as we perform project planning, engineering, and environmental studies.
- Investigate, evaluate, and review studies on streams and wetlands, endangered species, historic architecture, community impacts, multi-modal accommodations, voluntary agriculture districts (VAD), prime farmland, the Clean Water Act, and other areas necessary to comply with policy and to make informed decisions regarding project scope and alternatives.
- Guide project managers and senior management in key decisions for the development and evaluation of all reasonable and feasible transportation project alternatives.
- Provide expert guidance on major project areas including level of NEPA/SEPA documentation, purpose and need, scope of improvements, location of alternatives, and compatibility of the project with the surrounding community.
- Perform technical evaluations including wetland delineations and stream assessments reviews, community impact assessments and reviews, multi-modal accommodation reviews and recommendations, local coordination and project team guidance on potential VAD impacts, and identification/evaluation of potential environmental impacts to develop project avoidance, minimization, and mitigation options.
- Identify and reduce risks associated with policy compliance and review project environmental documents to ensure that they contain sufficient information and analysis to support project decisions and are legally sufficient to withstand court litigation.
- Knowledge of the principles and practices of NEPA/SEPA, environmental regulations, civil engineering, construction and maintenance methods, relating to highway and traffic engineering and transportation planning.
- Transportation and environmental policies and procedures knowledge.
- Project Management experience overseeing and managing projects and project schedules, negotiating contracts and to negotiating disputes arising related to contract fulfillment or modifications.
- Knowledge of NCDOT, our operations, and municipal governments.
- General knowledge of Federal-Aid Highway planning and funding requirements related to Environmental requirements.
- Management experience supervising junior engineering and technician staff.
- Ability to safely operate a motor vehicle in all weather, including snow and ice.
- Agility to traverse uneven and difficult terrain.
- Bachelor’s degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
- Preference will be given to registered Professional Engineers.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
