Position Purpose
Work in collaboration with internal and external parties to stay apprised of and effectively administer, evaluate and manage regulatory compliance processes for highly dynamic energy efficiency programs offered in Unitil’s electric and gas service territories in New Hampshire and Massachusetts, while fostering productive regulatory communications and relations among Unitil, other utility partners, stakeholders and regulatory agencies.
Principal Accountabilities
35% Manage the Company’s participation in internal and third-party monitoring, measuring, evaluation and reporting activities related to energy efficiency programs in order to minimize risk and maximize outcomes for customers and the Company.
• Prepare and support compliance filings, Forward Capacity Market requirements, and a actively participate in a diversity of other evaluative studies and regulatory filings.
• Using appropriate tools, including Microsoft Excel, effectively communicate findings to internal implementation staff as well as management.
• Oversee the monitoring and reporting of results/status of programs goals and key performance indicators for both internal and external stakeholders.
• Help to maintain internal data management systems in sync with internal and external policies and regulatory requirements including those related to cybersecurity.
35% Support the design and administration of effective energy efficiency (EE) programs for delivery in Massachusetts and New Hampshire.
• Stay apprised of and apply standard practices to benefit-cost models for both planning and reporting, and support the design, development and deployment of EE programs based on this knowledge.
• Manage the creation of and oversee the delivery of a variety of internal and external planning and reporting documents for management review, regulatory compliance and internal tracking of EE programs.
• Represent Unitil in energy efficiency working groups and management committees as directed.
15% Represent the Company on EE-related issues before regulatory agencies in Massachusetts and New Hampshire.
• Develop and maintain a thorough working knowledge, and an organized process for monitoring and reviewing relevant regulatory requirements and planning efforts to ensure requirements are fulfilled in a timely and efficient manner.
• Participate in and foster collaboration with internal implementation staff and vendors, external regulating bodies, staff at other utilities and other industry stakeholders;
• Assist in the preparation and submission of various regulatory filings, including follow up data requests and testimony in conjunction with inside and outside legal counsel.
• Secure stakeholder support for Unitil EE initiatives.
15% Demonstrate continuous support for both the Corporate Mission and the Department’s Mission through actions that are consistent with Unitil’s RISE Values:
• Support operations during storm restoration events and other system emergencies including: on-call duties to staff local emergency operations centers and other support as requested.
• Guide and support junior staff to support an effective, cross-functional team, and be open to diverse opinions and workstyles, including remote work.
• With Manager, establish and work toward both personal and departmental goals, and embrace taking risks to achieve those goals.
• Accept responsibility for evolving and dynamic workload, make appropriate decisions in a timely manner, and communicate productively with colleagues both inside and outside of the Company.
Qualifications
Bachelor’s degree in a quantitative discipline, preferably economics, statistics, or mathematics; minimum of four years of directly applicable professional experience in a utility or regulatory environment;; strong analytical and organizational skills, strong oral and written communication skills, and advanced computer skills in Microsoft Excel. Extremely detail oriented and organized.
