Full-Time Emergency Preparedness Coordinator
Job Description
The City of Worcester seeks qualified applicants for the position of Emergency Preparedness Coordinator for the Emergency Communications Department. Under the supervision of the Deputy Director of Emergency Management, this position is responsible for the accurate and timely preparation of City Emergency Plans, coordination of preparedness projects, coordination, and planning of training exercises. The employee will be responsible to respond to incidents requiring Emergency Management staff . This position has on call responsibility which may require hours outside of regular working hours, extended hours of work, and/or weekend work.
ESSENTIAL ELEMENTS:
- Responsible for preparing and maintaining documentation and contractual reporting requirements for emergency management grant programs.
- Coordinate City Departments for emergency preparation, mitigation, response and recovery planning; updates emergency plans annually and as required.
- Maintain familiarity with the Emergency Operations Center (EOC) and assist with operations in emergency situations.
- Respond to incidents, to include shelter operations, displaced residents, and disaster response; and act as a field liaison with outside agencies, including but not limited to other state & municipal emergency management departments and the American Red Cross
- Coordinate, plan and organize city-wide emergency management exercises, trainings, and drills
- Develop and maintain an equipment inventory, to include regular drilling, testing, and maintenance.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge and understanding of laws/policies/regulations/procedures related to Emergency Management
- Strong understanding of the field of Emergency Management, with a working knowledge of Police, Fire, and EMS operations.
- Knowledge and understanding of various Emergency Management plans and documents
- Excellent written and verbal communication skills
- Detail oriented with a high degree of accuracy
- Strong organizational skills and flexibility
- Ability to self-direct and able to complete projects with limited supervision
- Computer proficiency, including Microsoft Office Word, Outlook, & Excel
- Have an interest in and sensitivity toward working with diverse populations
- Ability to work as part of a team and independently
- Ability to maintain professionalism and confidentiality under all circumstances
- Ability to establish effective working relationships with city employees and members of the public
- Ability to work in an outside environment
- Ability to work in all weather conditions
- Ability to maintain confidentiality
- Ability to drive sport utility and/or pick-up type vehicles with trailers
MINIMUM REQUIREMENTS:
- Bachelor’s Degree in Emergency Management, Criminal Justice, Public Administration, or related field
- Full-time work experience in an emergency management, logistics, preparedness, community engagement, or other comparable public safety role
- An equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job may be considered in lieu of the above requirements.
- Experience working with populations who are vulnerable in disasters
- Experience working with municipal, state, and/or federal agencies
- Must be able to obtain National Incident Management System certification to a level of ICS-300 or greater within 6 months of employment
- Valid Driver’s License
PREFERRED QUALIFICATIONS:
- Master’s Degree in Emergency Management, Criminal Justice, Business/Public Administration, or related field
- Four (4) years of experience in managing large groups of volunteers and/or citizens
- Four (4) years of experience with all hazard’s disaster planning
- Two (2) years of operational experience in an Emergency Operations Center (EOC)
- Two (2) years of experience in the coordinating preparedness projects
SALARY RANGE: $65,578 – $85,906 annually, fulltime, exempt, with an excellent benefits package
