Primary Purpose:
Advisor to Electrical Regional Operations Construction and Operations (C&O) for all compliance related activities including facility, office and field related activities within the SDG&E service territory. Primary areas of compliance management include adhering to all mandated CPUC general orders (corrective maintenance, QA/QC, storm process), DOT (DVIR and BIT) inspections, recordkeeping, and requirements, SDG&E Environmental Health and Safety (EH&S) policy and procedures, ESCMP management, Permits Coordination with (Environmental, Traffic Control, Easements, Right of Way, CHP, Cal-Trans), records retention, and Sempra Energy required employee compliance training. This position will act as primary district Compliance Advisor for all internal and external inspections including CPUC, Cal-OSHA, EH&S, and SDG&E Audit Services. The Compliance Advisor will act as liaison to internal work groups (Compliance Management, Program Management, Skills Training Center, Technology Solutions and Reliability, Service Dispatch, ARSO, Distribution Operations, Land Services, Legal, Fleet, Kearny (TCM and Pet Lab), Construction Services, Project Management, Safety and Environmental, GIS, etc.) to develop process improvements, obtain resolution of compliance related activities and corrective actions, as well as initiate interdepartmental efforts and projects while independently managing several concurrent projects, assignments and activities. The ERO Compliance Advisor is the resident expert on electric distribution compliance at the districts.

 

Duties and Responsibilities:

  • Assumes lead role within the district responsible for ensuring all district compliance activities are met on time and coordinated with respective internal and external parties. Responsibilities include overseeing company compliance activities within the C&O Centers, coordinating those efforts with District Managers, Construction Managers, and Operations and Engineering Managers, and coordinating site-specific compliance activities for each C&O Center. Acts as primary advisor over the corrective maintenance program for both overhead (OH) and underground (UG) work at district, and includes refining all interval pathing, including collaborating with GIS. Additionally, works directly with Transmission Construction & Maintenance (TCM) and aviation services on the coordination of patrols and infrared (IR) inspections. Works with internal SDG&E work groups on dispute resolution and corrective action including Legal, Audit Services, and Land Management, as well as external agencies (CPUC, Cal-OSHA, etc.). Works closely with Construction to ensure all required daily DOT inspections of the fleet (DVIR) are completed and maintained. Oversees the management of the district ESCMP program working with Environmental, Safety, and Skills Training to ensure all employees are trained and the district is in compliance. Closely works with ARSO and construction to ensure district compliance work is levelized, target dates met, as well as advises construction on priority workflow and crew make-up to meet compliance goals. Ensures district personnel are adequately trained on CMP, and OSHA compliance. Coordinates site related compliance activities with Safety, Environmental, and Fleet.
  • Advisor to represented employees for all corrective maintenance and QA/QC related activities. This includes working with represented employees on proper coding, pre-requisites issues, and customer issues. Drives efficiencies by motivating employees to meet inspections/patrols and follow-up targets. Leads recurring meetings to ensure all represented employees are kept up to date on changes to the systems (Click, SAP), and current CMP targets, backlog and status.
  • Generates and analyzes reports to support compliance and reliability within the district including SAP (CPD), PMR-2, PIDs, Traffic Control Plan (TCP), CMG (Deferrals) SharePoint, ARCOS, and Learning Module. Oversees all pre-requisite requirements for high profile or critical jobs, and drives other groups to meet target dates.
  • Provide guidance and mentoring for Operations Coordinators/Assistants, and provide assistance, as required.
  • Participate in storm and emergency drills as an advisor to district for storm/emergency processes, including providing training for district roles, as well as utilization of Focal Point, NMS, and situational awareness tools.
  • Performs other duties as assigned (no more than 5% of duties).
Qualifications

Required Qualifications:

  • H.S. Diploma/GED
  • 5 years – Related experience, with demonstrated knowledge of GO 128, GO 95, GO 165, as well as SDG&E’s Fire Prevention Program.
  • Familiarity with resource/work management systems such as SAP, CIS, Click and PMR2.
  • Must have strong leadership skills, and have excellent interpersonal, organizational, communication, and presentation skills.
  • Must have experience operating computer systems with knowledge of Focal Point, PMR 2, SORT, CPD, DPSS, SAP, GIS, CISCO, GFMS, Focal Point and must be proficient with Microsoft Office Suite (Word, Excel and PowerPoint).
  • Must have the ability to work collaboratively with multiple organizations to obtain information necessary to develop process improvements.
  • Must have a thorough knowledge of safety, environmental, regulatory and agency compliance issues related to Electric Distribution and Construction and Operations.
  • Must possess the ability to understand legal, regulatory, and financial theories and concepts.
  • Must possess project management and organizational skills.
  • Must reside in Southern California or be willing to relocate upon hire.
  • We offer a hybrid work environment. Although the schedule may vary, typically this will allow you to work from the office two to three days per week and work remotely on the remaining workdays.

Preferred Qualifications: 

  • Technical degree in engineering, business administration, project management.
