The Challenge
We are hiring a Director of Transportation Planning to lead our Transportation Planning Division (TPD) team.
 
In this role, you will:
    • Play an strategic role in North Carolina’s long-range transportation planning.
    • Support project planning across North Carolina.
    • Lead our TPD team that assists at the statewide, regional, and local levels by providing essential services and products to local governments, Metropolitan Planning Organizations (MPOs), and Rural Planning Organizations (RPOs).
    • Lead the TPD team delivering services and products, including developing Comprehensive Transportation Plans (CTP), leading and developing technical services, such as traffic forecasting, traffic surveys, and multi-modal travel demand and goods movement models.
    • Be a steward of the TPD mission to deliver a premier planning process that is integral to a high-performing, multimodal transportation system.
    • Provide enduring strategic direction and vision for TPD, consistent with and supports the needs and policies of NCDOT leadership and the Board of Transportation, to meet the ever changing transportation planning landscape and growth needs of North Carolina.
    • Administer federal planning funds, including State Planning and Research (SPR) funds, MPO Planning funds (PL), and Congestion Mitigation and Air Quality (CMAQ) funds.
    • Direct the planning work of the TPD staff, 20 MPOs, and 18 RPOs across the state.
    • Ensure all federal/state laws and regulations are followed and all applicable requirements are met in a timely manner with a high degree of accuracy to ensure availability of federal funds and programs for all NCDOT projects.
    • Coordinate with all NCDOT modes and divisions.
    • Assign transportation planning responsibilities and special studies and projects to TPD planning groups and staff, including Traffic Survey Group (TSG), Travel Demand Modeling Group, and Traffic Forecasting Group.
    • Review and approve revisions in study scope and technical and administrative procedures.
    • Review and approve work schedules, estimated costs, labor hours, equipment requirements, contractual agreements with municipalities, counties, consultants, and COGs.
    • Maintain continuing assessment of Division’s strategic direction to assess staffing and resource needs based on NCDOT’s missions, goals, values, and priorities.
    • Resolve difficult systems planning challenges.
    • Lead statewide high level systems planning and NCDOT-wide policy issues and negotiations between internal and external business units.
    • Monitor and evaluate legislative, regulatory, and policy actions at the Federal & State levels.
    • Help guide implementation of new directives.
 
What You Bring
    • Thorough knowledge of the principles and practices of transportation planning including knowledge of city, regional, and large-scale planning concepts and procedures.
    • Thorough knowledge of the organization and operation of the Department of Transportation.
    • Thorough knowledge of Federal Planning (PL) work program for MPOs and State Planning and Research (SPR) programming and budgeting procedures.
    • Thorough knowledge of state and federal laws and regulations regarding systems planning, MPOs, RPOs, and transportation conformity.
    • Demonstrated ability to adequately plan, schedule, coordinate, and conduct complex transportation engineering planning assignments, and document and convey the findings in verbal and technical report forms.
    • Demonstrated ability to establish and maintain effective working relationships with private and public officials, and other employees.
Notes
    • We may require you to become registered as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
    • We may require certification as a Project Management Professional (PMP) from the Project Management Institute.
Education & Experience
    • Bachelors degree in Engineering, and
    • 5+ years of engineering experience, and
    • 2+ years supervisory experience; or
    • An equivalent combination of education and experience.
