The WSLCB Director’s Office is announcing an exciting opportunity for a Director of Legislative Relations position in Olympia, WA. This is an exempt management service (EMS) Band 3 position that reports to the Agency Director. In this position, you will serve and complement the WSLCB’s mission and goals by providing legislative, regulatory and policy assistance to the Agency Director and Management Team. You will manage the agency’s legislative program to ensure that the WSLCB is successful with its legislative agenda.

Duties
Some of the duties you will perform are:
- Develop, coordinate, maintain, and improve the agency’s legislative program.
- Direct and develop the agency’s state legislative request package; obtain legislative sponsors and facilitate the orderly progress of essential bills through the legislative process. Administer the agency’s internal legislative review process to ensure proper disposition of required actions.
- Represent the agency before the Legislature; provide testimony in legislative hearings, develop legislative strategies and agency positions on bills in collaboration with Agency Director and Management.
- Attend legislative meetings and maintain collaborative relations; consult with legislators and their staff on agency issues.
- Organize legislative briefings for executive and program staff, guide agency management and program staff in the development of bill analysis and recommendations to the Governor on enrolled bills; write weekly legislative reports summarizing legislative actions to keep Management Team, Board Members and program staff serving on the Legislative Team informed of recent developments in legislative deliberations.
- Provide regular strategic legislative reports to the Agency Director.
- Respond to inquiries and serve as liaison for legislative matters between Agency Director, Management team, and stakeholders.
- Communicate with legislators, tribes, colleague agencies and other customers. Relationships built through this function have a significant impact on the agency’s reputation with customers, stakeholders and elected officials.
- Participate in intergovernmental outreach efforts.
- Manage ad hoc projects having agency-wide impact as assigned by the Agency Director.
Qualifications
Required Qualifications:
A Bachelor’s degree or higher involving a major study in public administration, political science, government relations, law, or business administration.
AND
At least six (6) years of experience in any combination of the following areas: government affairs; a thorough understanding of legislative and locally-elected body decision-making processes; experience in managing relationships with elected officials, agency directors, policy makers, and the public.
AND
- Exceptional communication and Interpersonal skills and the ability to work with diverse groups of people.
- Skilled at collaborating and negotiating with stakeholders on complex or controversial issues.
- Expert knowledge of WA State legislative process.
- Expert negotiation and mediation skills involving complex issues and multiple parties.
- Experience with politically sensitive or other issues having high media visibility.
- Ability and flexibility to manage multiple, often conflicting priorities and demands from agency executives, legislators, and stakeholders’ lobbyists under extraordinarily short time deadlines.
- Sophisticated tactical planning skills, including the ability to listen and to understand stakeholders’ concerns.
- Experience working independently, while balancing the agency’s diverse interests.
- Experiencing drafting legislation and regulations.
- Expert decision maker concerning complex matters for which there are not established models or approaches.
- Effective manager, mentor, and leader of advanced-skilled professionals and managers whose work and staff have impact state-wide on agency programs and stakeholders concerning complex policy and operational issues.
- Ability to work in a continuous process improvement environment continually seeking ways to eliminate waste and improve quality.
Preferred/Desired Qualifications:
- Proficiency in management principles, including strategic planning, budgetary development and administration, contracting, supervision and evaluation procedures, policy development protocol, advanced writing and speaking skills.
