DIRECTOR OF APPLICATIONS

DEPARTMENT OF INNOVATION AND TECHNOLOGY

CITY OF WORCESTER

 The City of Worcester seeks applicants for a Director of Applications (Production and Development Manager) for the Department of Innovation and Technology. This position is responsible for the life cycle planning of business applications through the phases of strategize, architect, select, deploy, operate, evolve, and retire. The position will manage the application group, including custom development, ERP, digital, GIS, SaaS and business analysis teams. The group is responsible for building or configuring, maintaining, enhancing, and eventually decommissioning applications through their life cycle. This position will oversee all activities that optimize the value, cost and risk of applications and will have primary responsibility for ensuring that applications cost-effectively meet the needs of the business.

  REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Understanding of strategic business objectives and the ability to drive results toward those objectives.
  • Strong communication skills with a proven ability to understand key concepts and communicate effectively with technical staff, business stakeholders and senior management.
  • High level of personal integrity when conducting the professional affairs of the city and dealing with sensitive and confidential data relating to risks and costs.
  • Strong organizational skills, the ability to perform under pressure and manage multiple priorities with competing demands for resources.
  • Strong analytical, data-processing, and problem-solving skills.
  • Proficiency in financial accounting and reporting practices applicable to application costs and risks.
  • Proficiency reviewing IT contracts and their likely cost implications.
  • Proficiency in understanding and implementing agile and DevOps principles and frameworks
  • Must have reliable transportation for travel to required locations in a timely manner; valid driver’s license is required
  • Ability to uphold the goals and culture of the organization, and support the City’s framework around diversity, equity, and inclusion.
  • Ability to lead, enable and motivate teams by providing advice and guidance in a nonjudgmental fashion.
  • Ability to collaborate, build relationships and influence individuals at all levels (as well as external vendors and service providers) to ensure that overlapping roles are identified and coordinated.
  • Ability to deal with, rapid change in business needs, processes, and technologies.
  • Ability to engage with procurement and legal contract advisors for additional information.
  • Ability to work effectively with IT applications, operations, service, and support organizations.
  • Proficiency with data processing, analysis, and quality management tools.
  • Demonstrated ability to develop, implement, and improve processes and policies.
  • Ability to analyze complex problems and make sound recommendations for resolution.
MINIMUM REQUIREMENTS:
  • Bachelor’s Degree Computer Science, Business Administration, Public Administration, or related field, OR;
    • Any equivalent combination of education, training and eight (8) years’ experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job, will be considered in lieu of the above-mentioned requirements
  • Five (5) years of experience working with enterprise applications
  • Three (3) years of experience with custom application development, including experience developing application testing plans
  • Two (2) years of experience managing multiple direct reports
  • Two (2) years of demonstrated leadership experience building cross-organizational consensus with exposure to technology providers and/or business clients.
  • Two (2) years of experience with IaaS, API’s and ETL’s
  • Two (2) years of experience with the ITIL framework
  • Experience evaluating solutions for the best functional fit
  • Experience with application governance
  • Excellent interpersonal, written, and verbal communication skills
  • Experience with ERP systems
PREFERRED REQUIREMENTS:
  • Master’s Degree in Computer Science, Business Administration, Public Administration, or related field
  • Three (3) years of experience managing multiple direct reports
  • Three (3) years of experience with API’s and ETL’s
  • Three (3) years of experience in managing external IT service providers.
  • Experience with mobile applications

SALARY RANGE: $82,017 -$126,743 annually, full-time, exempt, with an excellent benefits package
