Full-Time Director of Administrative Services

Job Summary

As a member of the Library District’s Leadership Team, this position is responsible for the overall vision and direction of the Administrative Services Department, which includes administrative oversight of the business, financial, and accounting operations of the Library District and its facilities. This position is also responsible for developing organizational strategies by contributing financial and accounting information, analysis, and recommendations to strategic thinking and direction. The position will also coordinate on assigned activities with other departments and outside agencies. Works closely with the Executive Director in the administration and operation of the District.

Essential Functions

  1. Lead a highly competent team in comprehensive financial and facility services for the Library District. Provide strong and creative leadership and vision to ensure financial reporting integrity and accountability and effective management of Library facilities.
  2. Work closely with the Executive Director and Board of Trustees to establish financial policy.
  3. Ensure that departmental operations are inclusive, transparent and responsive to a diverse workforce and community.
  4. Develop, coach and retain competent, well-trained, and motivated staff capable of achieving departmental goals and commitments.
  5. Work effectively with County and State staff
  6. Oversee financial functions within the department, including accounts payable, accounts receivable, payroll, cash management, budgeting, forecasting, asset management, grant and project accounting, procurement, contracts, and others functions as needed.
  7. Oversee, analyze and recommend appropriate and creative financing strategies and potential funding sources for Library services, projects, initiatives and purchases consistent with legal and policy requirements and prudent use of Library resources. This includes leading negotiations for the purchase or lease of capital assets, buildings or land.
  8. Maintain a positive working relationship with the State Auditor’s Office and ensure a system of adequate internal controls that supports a smooth audit process and no adverse audit findings.
  9. Remain current on GASB pronouncements, State requirements and legislative changes that affect the Library’s financial programs and activities.

Additional Duties and Responsibilities

  1. Participate as a member of the Library District’s Leadership team by providing broad thinking as it pertains to library service and operation. Deliver presentations to a variety of groups and officials.
  2. Lead and/or assist with special projects as assigned.
  3. Prepare correspondence and reports.
  4. Train new staff as needed.
  5. Attend meetings, trainings, and workshops as assigned.
  6. Perform other duties as assigned.

Supervision

The position reports to the Executive Director. The position directs the work of professional and clerical support staff in performing accounting and facilities management functions and directly supervises the Assistant Director of Facilities, Assistant Director of Administrative Services and the Accounting Manager.

Knowledge, Skills, and Abilities

  1. Knowledge of business administration, budgeting, fiscal management, investment and cash management, procurement practices, accounting, and auditing standards, including knowledge of the State’s regulatory requirements for public entities on a Cash Basis of accounting. Demonstrated ability to prepare and manage budgets and financial forecasts.
  2. Demonstrated experience in the assessment, research of, creation, and implementation of policies and procedures in accordance with statutory, federal or location regulations or requirements.
  3. Demonstrated ability to provide excellent customer service to internal and external customers.
  4. Demonstrated ability to lead complex system-wide projects and collaborate with multi-layered, complex teams. Also demonstrated ability to work independently and to set priorities.
  5. Ability to provide solid and proactive risk assessment and creative mitigation mindset. Raise difficult issues early and often to ensure they are addressed appropriately and timely. Ability to make timely, informed decisions taking into account the facts, goals, risks and constraints.
  6. Demonstrate resiliency, flexibility, learning agility, determination in the face of setbacks.
  7. Demonstrated ability to balance strategic concerns with day-to-day activities. Ability to successfully manage various projects simultaneously.
  8. Demonstrated ability to move advance strategies and drive and manage change in cross-functional teams. Develop solutions and recommendations to address critical business issues.
  9. Strong organization and attention to detail, and problem-solving skills. Demonstrated ability to investigate the unknown, question the known, continuously seek improvements, and identify improvements or efficiencies in processes and functions.   10. Exercise a high degree of independent judgment and conceptualize, influence, and develop objectives, goals and guidelines for the department.

  13. Demonstrated ability to communicate professionally and effectively, including ability to deliver presentations to a variety of public groups.
  14. Demonstrated ability to operate complex automated systems such as ERP/Accounting software. Ability to operate relevant computer systems including hardware and software, such as Microsoft, Word, electronic databases, e-mail, and internet navigation in addition to other office equipment and security systems.

Education and Experience

  1. These skills and abilities typically are acquired through a combination of experience and training including university level education with a four year degree in finance, accounting, business, public administration, or a related field.
  2. At least seven of experience in related finance, accounting, audit, business, or public administration.
  3. Five years of experience in a supervisory capacity.
  4. CPA or CMA certification is preferred.
  5. Must be bondable.

Physical and Environmental Conditions

Most of the work of the incumbent is carried out within a generally accessible, safe indoor environment, though it may be expected that the incumbent travel to various locations throughout the District. There is frequent interpersonal contact with the public, local government representatives, and staff. These contacts and situations are deemed to be generally safe and free of undue stress, but require the incumbent to be cordial and helpful in interpersonal relationships with others.
