Job description

We are looking for a Lead Operational Analyst to join the Innovation and Future Capabilities (IFC) team based in Bristol.

The IFC team is responsible for planning for and establishing new warship procurement programmes within DE&S. This includes setting requirements and placing contracts for the Royal Navy’s future warships and other maritime equipment.

As our Lead Analyst will undertake a coordinating role acting as the controlling mind behind a range of closely related systems engineering activities. Initially this will support the competition for the Fleet Solid Support (FSS) programme, helping to define the technical requirements and interactions with Industry in the Design and Build contracts and providing technical input to the associated MOD/Government approvals gates. Your role will then transition to subsequent warship procurement programmes within the IFC.

Your role will require continuous interaction with the MARCAP Capability Sponsor; the Requirements Manager; the Chief Engineer and their delegated Approving Authorities, as well as technical subject matter experts, and Dstl.

Responsibilities

• Supporting ongoing Maritime fleet mix studies, including maintenance of the RN 30 year plan, Strategic Defence Reviews and shipbuilding strategies. Leading on capability analysis/modelling and supporting cost and industrial analysis/modelling where required

• Supporting requirements management across IFC, including the development of Survivability requirements and commissioning Operational Analysis (OA) to support maritime platform procurements

• Oversight, maintenance and development of data analysis (Data Science), OA and operational modelling capabilities to support wider IFC decision making (e.g. Main gate and Initial Gate OASP, COEIA etc.)

• Maintaining a close working relationship with DSTL and other stakeholders. This would include establishing an ongoing customer/supplier relationship with funding to maintain models and Suitably Qualified and Experienced Personnel (SQEP) in the key areas where IFC projects will need support

• Providing advice to teams across IFC on OA tools, techniques and where to get support (even if internally through a knowledge base of experts within IFC and wider)

• Ongoing engagement with Front Line Commands, Programme Management Office, Maritime Warfare Centre (MWC) and Defence Concepts and Doctrine Centre (DCDC) on capability modelling and operational concepts development to support decision-making, ensuring that when new capabilities and operational concepts are passed to DE&S there is clear consensus and continuation of understanding of what capability is required

• IFC/DE&S presence and presentations at key OA/ events to maintain currency of knowledge and expertise. Also to make the OA community aware of the IFC Role, capabilities and requirements. Events and panels could include the International Symposium for Military Operation Research (normally held in UK and sponsored by DSTL) and the Military Operations Research Symposium (MORS) which is a joint UK/US event sponsored by Office of Naval Research (ONR)

• Develop a better understanding of OA tools and techniques for all IFC staff, including developing training opportunities and CPD. This will include encouraging and supporting junior staff in producing and presenting papers at OA/OR events

• Engage with industry as required to support OA modelling and simulation

What you will be assessed against

To be found successful you must demonstrate the following essential criteria:
• Level 6 (or Higher) Qualification in an engineering subject, and registration with a relevant Professional Engineering Institute or equivalent body as an Incorporated or Chartered Engineer
• An understanding of OA models and Tools and demonstrable experience of applying a variety of quantitative and/or qualitative analysis/research techniques to solve complex problems within the defence industry
• Understanding of Military Warfare techniques, tactics and procedures
• A working knowledge of Military Operability and Operational Analysis including Operability Evaluation and experience in interpreting/analysing and producing Military Operational concepts. Leading to the development of platform concepts and derivation of associated User and System requirements
• Requirements engineering and analysis techniques such as functional analysis , analytical hierarchical processes, etc. derivation of User and System Requirements and evaluation metrics

• Developing platform and operating concepts and understanding of latest Maritime Autonomous System concepts
• An understanding and working knowledge of DSTL maritime Operational Analysis capabilities
