By joining the Engineering team you will be joining one of the biggest functions within Defence Equipment and Support (DE&S).

This is an exciting opportunity working directly for the Head Of Establishment (HoE), and as a member of the site senior management board; you will be responsible for the execution of Explosive Safety and OHSE (including fire management). In discharging these responsibilities, you will also receive direction on the implementation of common standards from Defence Munition -Team Leader Ops and supporting DM Head Office staff.
Your primary functions will be to provide timely guidance, support and advice to the HoE to enable and maintain HoEs Duty Holder policy, procedures and standards; which underpin the sites Safe System of Work Risk Based As Low As Reasonably Practical (ALARP) Health & Safety regime.
Responsible for the management of the local Integrated Safety Cell (ISC) team you will manage and co-ordinate the establishment’s Control Of Major Accident Hazards (COMAH) plans and controls, Explosive Safety, Fire Safety, and provide cross-site advice and guidance on Occupational Health, Safety & Environment (OSHE) and welfare matters.

Responsibilities

Your responsibilities include, but are not limited to:
• Overall management of Explosive Safety matters as stipulated in DSA 03 OME Part 2 including authorisation of Permits to Work (PTW) and ESTC 6 documentation. You shall be expected to contribute to MoD regulations and policy and to provide advice on the policy and management of OME technical support and explosives safety iaw Defence WOME Functional Skills Framework & National Occupational Standards.
• Compilation and management of all explosive licences at DM Beith.
• Plan and delivery of a programme for Internal Explosive safety, OHSE and Assurance compliance audits covering all the Establishment operational outputs.
• Focal point for all External Safety Audits/Inspections (DSA-DOSR, IE-DE&S, DM Safety Assurance, FGSR, Dangerous Goods, NQA, Transport, DSEA, HSE, QSEP etc).
• AS COMAH Co-ordinator, maintain and develop COMAH Safety Reports and associated documentation in accordance with DSA 03 OME Part 4. Plan, monitor and review a programme for live COMAH-related exercises.
• Delegated overall management of Safety Health Environment (SHEF) matters as stipulated in JSP 375.
• Responsible for preparing Explosive Safety Cases for contractors working within the explosives area.
• Providing the Establishment with an effective OHSE and Fire Safety Management System that complies with current legislation & MOD guidance including JSP’s375, 418 and 426.
• Formulating the DM Beith OHSE Management Systems and Management Plans in compliance with prevailing regulatory MOD and other higher-level requirements and plans.
• Ensuring all accidents, incidents and near misses are recorded, reported and investigated in accordance with regulations.

What you will be assessed against
To be found successful you must demonstrate the following essential criteria:
• A NEBOSH qualification or equivalent (Or working towards one). Where no NEBOSH qualification is held, but the candidate can show clear evidence of experience on successful interview, the candidate will be expected to successfully complete the NEBOSH legislation component of the course, as a minimum.
• Evidence of strong Leadership and communication skills.

It would benefit your application should be able to demonstrate the following desirable criteria:
• Technical understanding of the policy and processes for a Defence Munitions site
• Clear demonstrable experience in changing and improving processes and a strong background in effective decision making.
• Beneficial to hold a membership to bodies such as the Institute of Explosive Engineers (IExpE), Institute of Occupational Safety and Health (IOSH) or International Institute of Risk & Safety.
• Worked for a large, complex organisation and are conversant with JSP 375, JSP 418, JSP 426 and Explosive Regulations and COMAH.
