Corporate Services offers a challenging and stimulating variety of work in both delivery and support teams. The function utilises the expertise of eight specialisms that collectively enable the operational day-to-day running of the business to ensure that DE&S/SDA delivers its objectives and maintains compliance with the requirements of being part of a Department of State. We cover: Business Support; Comms, Media & Marketing; Infrastructure & Estate Management; Policy Profession; Sales & Disposals; Occupational Health, Safety & Environment; Quality Management; and Security.
This role is within the Policy Profession which supports the International Relations Leads, Head of International Relations Group (IRG) and senior DE&S and MOD staff with secretariat support, negotiating and representing the UK domestically and abroad, and building and maintaining effective armaments cooperation relationships which contribute to delivering DE&S and MOD objectives. Roles are typically as a desk officer responsible for defence & security bilateral or multilateral capability delivery relationships, for negotiating international arrangements, or export controls. All in support of IRG’s role as the secretariat for the National Armaments Director, DE&S CEO.
Responsibilities
You will be responsible to;
• Provide secretariat support to DE&S CEO as the UK National Armaments Director (NAD), and senior DE&S and MOD officials’ attendance of bilateral meetings, international events and multilateral fora. Provide briefings and key messages, and attend meetings as required. Obtain information at pace from a wide range of sources across DE&S, wider MoD and government.
• Support Ministers, including drafting ministerial correspondence and written briefings and submissions to Ministers. Undertake Parliamentary work, including drafting ministerial correspondence with Parliamentary committees. Answer Parliamentary Questions in their area of responsibility.
• Operate effectively in the space between Head Office and DE&S teams, liaising between teams, and managing competing organisational priorities, to deliver DE&S Objectives, Goals, Strategies, & Measures (OGSM) and MOD objectives.
• Represent the UK domestically and abroad at bilateral meetings, international events, and multilateral fora (e.g. 5 Power, NATO meetings, Organisation for Joint Armament Cooperation (OCCAR), LoI treaty), and in meetings with Industry. Negotiate effectively to defend UK interests.
• Build and maintain effective relationships with a wide range of stakeholders domestically and internationally, including Head Office policy teams, DE&S Delivery Teams (DTs), foreign government ministries and Embassies in London, Industry representatives, Defence Attachés, wider government and international organisations.
• Act as the Desk Officer for bilateral defence acquisition relationships, treaties and regulations, working closely with Head Office, develop, update and complete actions mandated by Country Profiles, ensuring that these deliver DE&S OGSM and MOD objectives. Analyse UK and other nations’ positions and recommend negotiating positions.
