Job description
Reporting to the HR Director and as a member of the HR Senior Management Team, the Head of HR – Land Domain, will be responsible for providing the strategic direction to enable DE&S to meet its business goals through its people. Working as ‘One HR’ collaboratively with the Centres of Expertise and HR Operations, leading a team of HR Business Partners to provide a leading-edge HR service which supports the people model and delivers enhanced business performance to the Land Domain.
You will also work as an integral member of the HR Senior Management Team to develop the capability and reputation of the wider HR function and as a member of the Land Domain Management Committee.
As Head of HR – Land Domain, your duties will include: –
• Act as Head of HR for the Land Domain that comprising 4,600 Civil Servants across multiple UK sites (c.50% of whom are based in Bristol, Abbey Wood).
• Promote and embed DE&S’s ‘One HR’ culture, ensuring strong collaboration with HR Centres of Excellence and HR Operations.
• Act as trusted adviser to Director General Land in relation to organisational development, employee engagement, people management and workforce performance in business areas.
• Take an organisation-wide view to improve strategic capability, ensuring strong relationships and strategic solutions between the Land Domain and central HR function, ensuring DE&S HR delivery and compliance alongside meeting the strategic needs of the Domain.
• Advise and coach Directors and Executive Board Members on the identification of people implications of business change, taking a whole-system view and providing associated HR advice.
• Drive creation and utilisation of relevant HR management information to support business decision making processes, working in partnership with the relevant HR CoE.
• Drive a positive and inclusive working environment, developing management and leadership capability and practice across the whole employee life cycle.
• Provide leadership and direction to the HRBP Team, developing capability and delivery of team goals and deliverables.
• Play an active role in pan-DE&S leadership (in accordance with the Civil Service Leadership Statement – Inspiring, Confident and Empowering and in accordance with the civil service leadership attributes):
– Be proactive in building and sustaining an effective pan-DE&S leadership network that supports integrated outputs and helps DE&S delivery performance to be more than a simple sum of its parts;
– Invest in the development of people across DE&S, building organisational capability to address both current and future challenges;
– Lead and be accountable for the delivery of DE&S outputs;
– Consistently demonstrate exemplary conduct and behaviours.
Responsibilities
As a successful Head of HR, you will have:
Essential:
• Extensive Divisional level ‘business facing’ HR leadership experience within a large, complex organisation.
• Experience of leading HR that supports a varied workforce that operates across a diverse operational landscape.
• Change leadership experience, including the development and implementation of both steady state continuous improvement activity and transformational change.
• Experience of engaging with and managing Trade Union negotiations.
• A track record of operating effectively on a business/Function senior management board as a trusted adviser managing competing priorities, influencing decisions and challenging behaviours.
• Proven people management skills and experience of working within a matrix HR environment with central Centres of Excellence / HR Operations.
• Strong HR generalist with Advanced (level 7) HR related qualifications (or equivalent).
Personal Skills
• Ability to work collaboratively across a range of stakeholders across DE&S, and within wider government and industry environments.
• Strong personal credibility with exceptional influencing and negotiating skills, the ability to impact across a broad spectrum, and to resolve conflicts at a high level.
