• Strategic Leadership of the personnel and projects within the Helicopters OC to deliver the equipment programme to performance, time and cost, to the required levels of quality and safety.
• Delivery of the Helicopters Portfolio of Projects in line with the Portfolio Management Plan, to Front Line Command priorities in line with OGSM targets, CASP agreements and higher level DE&S intent.
• Planning and leading implementation of the Portfolio change and improvement plans, ensuring adherence to DE&S principles and priorities.
• Ensuring the effective collection and the collation of key project and performance data leading to the development of proactive project management and reporting processes and the successful and effective delivery of KPIs.
• Leading and Inspiring people to achieve the vision and behaviours set out in the DE&S Way and the DE&S@21 continuous improvement programme, including a commitment to building capability, creating an inclusive environment and improving the diversity of the DE&S workforce.
• As a member of the Senior Leadership Group, playing a proactive role in pan-DE&S leadership (in accordance with the Civil Service Leadership Statement – Inspiring, Confident and Empowering).
• Developing objectives for subordinates, to exploit their professional knowledge, encourage professional development and delivery of the portfolio priorities.
• A key responsibility of the role is to deliver the certification and type airworthiness of all MOD helicopter types (with the exception of H-135 Juno and H-145 Jupiter Helos)
Responsibilities
To be successful in this role you must be able to demonstrate:
• Sufficient depth and breadth of experience to hold an airworthiness 2* delegation from Director General (Air) (DG (Air)). This would require, but not be limited to, previous experience as a Type Airworthiness Authority (TAA) or equivalent level of responsibility and accountability.
• Being a Chartered Engineer and having knowledge and expertise across a broad range of engineering domains and disciplines
• Experience of operating in a senior leadership role within a large, diverse and complex organisation, including managing a business area responsible for strategic delivery of programmes or services, in a safe manner.
• Proven experience of commercial acumen and successfully negotiating complex deals with Industry.
• Understanding of complex financial/performance management practices within a large organization.
• Relevant experience with stakeholders: governmental, public-sector, private-sector and/or international stakeholders, with the ability to influence across cultures, organisations, suppliers and customers.
• Established track record of managing projects through their life cycle, maintaining supply chains and service provision.
• A proven commitment to Diversity & Inclusion.
