By joining the Engineering function, you will be joining one of the biggest functions within DE&S. The Engineering function’s primary objective is to focus on the delivery of our equipment and support by providing specialist expertise in domain-related disciplines such as: mechanical, electrical & power distribution; software, sensors & electronic systems; acquisition safety & environmental protection; quality assurance; ordnance munitions & explosives, as well as systems engineering & integration.

The Quality, Safety and Environmental Protection (QSEP) Team reports to the Director of Engineering and Safety, providing DE&S with policy, advice, guidance, tools and related assurance of high-level management systems, to enable safety and environmental protection to be effectively and efficiently managed within DE&S, both for our own people and sites and for the users of the equipment we supply. We are looking for a skilled Environmental Practitioner who has detailed specialist Hazardous Materials knowledge and can be relied on to provide advice to DE&S Executive Committees. This role will liase with stakeholders across Defence and lead a small team who create, review and update environmental and hazard materials policy on behalf of the DE&S.

Responsibilities

As the technical lead for the Hazardous Materials and Subject Matter Expertise (HazMat and SME) team in QSEP, you will develop and provide expert advice on interpretation of hazardous substance and restricted materials legislation, policy and regulation, in support of project and programme activities across all areas of the organisation supporting the delivery of safe and suitable equipment to the Front-Line Commands. The post manages the eight SMEs in the Hazmat and SME team, whose remit covers hazardous materials, noise and vibration, dangerous goods and transport, and the information systems for managing hazardous stores. Working closely with internal regulators, statutory authorities, other government departments and other nations’ MODs, the team often takes the lead for these subjects across the whole MOD.

It is required that you have experience and qualifications at an expert level in a relevant science or environmental discipline and knowledge of the equipment domains in which DE&S operates. You will have led or managed a multi-disciplinary team with experience of developing restricted materials policy and guidance, developing chemical strategies to mitigate any changes in legislation, and engaging with senior management.

Your responsibilities will include but not limited to:
• Managing the Hazardous Materials and SME team and its programme of work
• Supporting DE&S to manage and solve complex hazardous materials challenges and problems
• Providing up-to-date advice and guidance to DE&S delivery teams and senior managers on restricted materials legislation, MOD policy and legal frameworks
• Developing and maintaining HazMat regulations and guidance, assessing the regulatory and legal impacts
• Staffing requests for defence exemptions from REACH regulation on behalf of the MOD
• Engaging with and supporting other government organisations to assess and mitigate any impacts to defence or the MOD caused by changes to chemical legislation and policy during Brexit or trade negotiations.
• Managing the quarterly Hazardous Materials Stakeholder Groups
• Providing regular assurance reports on key HazMat issues to the DE&S executive and external regulators.
• Managing multiple contracts across hazmat and noise and vibration
• Developing, maintaining and presenting online and classroom training on hazardous materials
• Acting as the Radiation Safety Officer for the Abbey Wood site.

Key to your success will be your ability to demonstrate:
• A comprehensive knowledge, understanding and experience of key UK legislation allowing you to demonstrate a proven track record, using REACH, POPs, CLP and RoHS regulations.
• A good understanding of how changes in legislation could affect military capability.
• Practical experience of developing guidance and policy.
• Practical experience developing and managing specialised training
• Experience answering Freedom of Information requests and Parliamentary Questions and ability to manage multiple deadlines and priorities
• An environmental or science background supported by suitable qualifications, professional memberships or evidence of equivalent experience
• An excellent level of stakeholder management and communication skills at a senior level, and the ability to demonstrate you have developed a good understanding of DE&S and external stakeholders.

Qualifications
• A postgraduate-level qualification in a relevant in hazardous materials or environmental discipline.
• Professional registration at chartered level with a relevant environmental or science institution (e.g. IEMA or RSC).

You will also have:
• Relevant qualifications or experience in ionising/non-ionising radiation.
• Further knowledge of project management and experience of managing complex projects is also desirable.

Please note: The role will be predominately based at MOD Abbey Wood in Bristol, but occasional EU and Worldwide travel may be required.
