The DE&S Commercial Function is made up of people who provide independent, professional judgement on commercial, procurement and contract management matters to meet the Armed Force’s needs, ensuring compliance with relevant legislation and guidance, whilst driving value for the customer. As a member of the Commercial team, you will play a key part in helping to equip and support the armed forces for everything from disaster relief and reconstruction to peacekeeping and humanitarian aid. People in the commercial function provide independent professional judgement on commercial and procurement business matters. It is made up of professionals specialising in competition; tendering and contracting; contract management; commercial risk and compliance with public procurement regulations.
This vacancy Is specifically located in the Defence Equipment Sales Authority (DESA) which is the sole authority for the sale and disposal of all defence materiel that can generate revenue (excluding infrastructure, land and nuclear). DESA consists of a single team and there are three specialist sales teams, one for each Front Line Command, who work closely to strengthen relationships and achieve the optimal disposal solution for Defence.
The DESA has four key objectives for all of its sale activity: Maximise the receipts for the MOD, ensure that legal and environmental requirements are met, provide Defence Engagement opportunities and finally, provide opportunities for British industry. The DESA offers a range of contractual arrangements including Government-to-Government (G2G) sales plus various commercial routes. DESA operates a number of bespoke commercial contracts in order to manage the high volume of disposal requirements, ranging from surplus inventory, to hazardous waste and scrap metal.
Responsibilities
- Determine the appropriate commercial actions for requirements, draft strategy plans, contract management plans and facilitate key aspects of the delivery. Ensure all contracts adhere to EU procurement regulations and Government policy.
• Negotiate terms and pricing, place and manage contracts and contract amendments up to a maximum delegation of £2.5M in accordance with set guidelines and conditions outlined in the individual’s delegation letter and the MOD policy.
• Communicate in a timely manner with a range of internal and external stakeholders including suppliers and Subject Matter Experts.What you will be assessed againstTo be found successful you must demonstrate the following essentialcriteria:
• Proficient IT skills including Microsoft Office and ability to use IT systems and programmes
• Previous experience of successfully delivering either in a contract management or contract sourcing role
• Good communication, negotiation and influencing skills including the management of a broad range of stakeholdersIt would benefit your application should you be able to demonstrate the following desirablecriteria:
• Hold or complete a CIPS Level 4 Foundation Diploma and attend defence commercial professionalism courses to develop commercial skills and ensure on-going Continuing Professional Development.
