An exciting opportunity have arisen for an experienced Commercial Executive to join our Helicopters team based in Yeovil. Working on a huge variety of vitally important programmes, you will ensure the people entrusted with the defence of the nation have the tools and equipment to do the best job they can.
As Commercial Executive you will lead on exciting complex commercial projects, where you will be responsible for Sourcing, Sales, Contract Management, Disposals and Corporate Activities, supported by commercial professionals.
You will have responsibility for a portfolio of teams and / or requirements, with a delivery and support focus, providing commercial leadership in the Strategic Enablers domain.
Responsibilities
Typical responsibilities may include:
• Providing commercial vision and direction to own delivery team to ensure effective delivery of all DE&S commercial activities and wider business outputs. Leading a team of commercial practitioners providing coaching, mentoring and development as required.
• Leading the development or, and advise senior commercial staff on, acquisition strategies covering values from £400m and above to £20m and below.
• Leading and overseeing major competitive or single source procurements, including the development of commercial models and approaches, complex Invitations to Tender, negotiations and contracts requiring non-standard/ bespoke conditions.
• Negotiating, placing and managing contracts and contract amendments up to a maximum delegation of £100M in accordance with set guidelines outlined in the individual’s delegation letter and the MOD policy.
• Managing complex contract portfolio with multiple supply chains. Leading contractor performance management assessments including delivering of contractual obligations.
• Overseeing and conducting assurance and due diligence of Commercial activity within own area of responsibility, enforcing adherence to Commercial policy. Participate in Peer Reviews as required.
• Undertaking wide ranging communications in a timely manner with a wide range of internal and external stakeholders including Senior Leadership, suppliers and Subject Matter Experts.
• Leading and advising the function in strategic activities related to improvement programmes or functional management.
You will be accountable for ensuring commercial sourcing strategies within your portfolio contribute to the government/departmental procurement agenda. These requirements will see you dealing extensively with UK and international suppliers, throughout the supply chain, on complex and contentious contract negotiations and contract management, as well as having significant responsibility for managing and developing employees.
You will develop and implement change that will significantly impact the overall organisation and will be involved in strategic planning for your immediate area of responsibility, which will require creative / innovative thinking. Within the Commercial function you will be required to hold a MoD Commercial Licence which can be obtained by completion of Level 6 with the Chartered Institute of Procurement and Supply (CIPS), an internationally recognised qualification and attendance at an Assessment Centre. Successful candidates will be fully supported by the business to achieve this.
Within DE&S, the Commercial function is the only function that is contractually allowed to commit taxpayers’ money to support the needs of the Armed Forces. You are given greater levels of responsibility than members of industry and you could hold a commercial delegation of up to £100 million.
Essentially to be successful you will demonstrate:
• Significant experience at a senior level, of both contract management and contract placement on complex projects/ programmes in single source and competitive markets.
• Experience of all areas of commercial management: sourcing, sales and contract management.
• Willingness to achieve CIPS Level 6 and attendance at an assessment centre.
The following would be desirable:
• Stakeholder engagement at senior levels and working with industry
• Previous leadership experience, providing mentoring and development
