Summary

DE&S has a pivotal role in supporting the UK’s Armed Forces. DE&S is part of the Ministry of Defence (MOD) but operates as an arm’s length body with unique trading status, which allows the organisation to operate in a more commercial way.

DE&S works closely with the UK Strategic Command, Royal Navy, Army, Royal Air Force and MOD Head Office to deliver some of the world’s most complex projects. Over the next ten years the organisation will deliver £107 billion of the MOD’s £178 billion Equipment Programme, procuring new military equipment and services and providing in-service support and managing global logistics to ensure equipment is ready for use, where and when needed.

DE&S was created in April 2007, integrating the Defence Procurement Agency (DPA) and the Defence Logistics Organisation (DLO). This merger combined DPA responsibilities for buying military capability (materiel, equipment and services) with those of DLO for supporting the armed forces throughout the lifecycle of an operation or exercise (training &deployment, maintenance &upgrade &supply chain operations).

In 2014 DE&S became a Bespoke Trading Entity (BTE), operating as an Arm’s Length Body within the MOD. This new status has given DE&S a strengthened customer-supplier relationship with the military and facilitates a more business-like approach. The organisation also has a set of management freedoms that are unique across Government, which recognise the specialist nature of the organisation and what DE&S delivers. Set within an operating cost envelope designed to drive efficiencies, the freedoms allow changes to be implemented outside of Government norms, particularly around the management of people.

DE&S operates and delivers chiefly through four delivery domains, all headed by a Director General – DG Air, DG Land, DG Ships and DG Strategic Enablers along with four enabling Directorates, DG Commercial, Director Finance, Director HR and Director Strategy and Corporate Ops. Supported by nine Functions who manage the deployment of suitably qualified & experienced staff to deliver against the business plans and priorities; the largest Function is Engineering.

Job description

The Role

You will be Chief Finance Officer for the Land Domain, an organisation of around 4500 staff located in Bristol and around the country. The projects in the portfolio are wide ranging and generally technically complex as we seek to provide the latest tools to the forces.
The Land Domain spends around £3Bn per annum delivering a broad range of complex major projects and supporting the safety and availability of various equipment types, commodities and services in support of the Royal Navy, the British Army, the Royal Air Force and UK Strategic Command.

There are three Operating Centres in the Land Domain: Weapons, Land Equipment, and Helicopters; each are led by a 2* Military Officer or Civil Servant. The Weapons Operating Centre delivers and stores Complex and General Munitions; Land Equipment Operating Centre delivers vehicles and soldier Weapons and Equipment; the Helicopters Operating Centre is responsible for procuring and assuring the safety of all the Ministry of Defence’s helicopters. All three Operating Centres deliver outputs to all Front Line Commands in the Ministry of Defence.

As the DE&S Chief Finance Officer Land you will be the senior financial advisor to Director General Land and Director Finance for all Land Domain related finances. Responsible for operating and maintaining appropriate financial management and control to support the efficient and effective use of allocated resources, including costing, forecasting, reporting and management, to deliver outputs on behalf of Land Domain, our customers, Ministry of Defence Head Office and Parliament. Responsible for delivering the Finance & Accounting mission of Protecting Value, Adding Value, and Driving Value.

Responsibilities

Key responsibilities of this role include, but are not limited to:

• Senior financial advisor to DG Land and Director Finance for all Land Domain related finances.
• Responsible for operating and maintaining appropriate Financial management and control to support the efficient and effective use of allocated resources, including costing, forecasting, reporting and management, to deliver outputs on behalf of Land Domain, our customers, Ministry of Defence Head Office and Parliament.
• Responsible for delivering the Finance & Accounting mission of Protecting Value, Adding Value, and Driving Value.
• The role requires the ability to manage a complex and broad portfolio with numerous competing priorities against fixed deadlines whilst dealing with incomplete and often conflicting data.
• Includes handling complex accounting, commercial and funding issues, international arrangements and non-competitive contracting.
• Need to be able to act as ‘critical friend’ and ‘speak the truth to power’ to senior stakeholders and colleagues across other functions. The impact of getting this wrong, or making poor decisions, affects DE&S KPIs, e.g. audit and forecasting (mainly Hitting Our Numbers) and Customers’ ability to manage their funding in order to maximise delivery of capability.
• Budget management responsibility for c£3Bn/annum EP expenditure across all Commands, and £250M/annum operating costs
• Manage financial and accounting aspects of £10Bn of inventory
• 56 staff across Levels 1 to 5

Professional Knowledge and Experience

To be successful in this role it is essential that you are able to demonstrate the following selection criteria:
• Experience of operating in a senior leadership role within a large and diverse organisation, in both ‘steady state’ and through transformational change

• CCAB qualified Accountant
• Experience at a senior professional, technical or managerial role that was expected to heavily inform, and guide decisions made at a strategic level.
• Background in working with long term capital projects and experience with large-scale contracts.
