Job description
For centuries, our Armed Forces have managed an in-house postal service, delivering mail across our military history including both World Wars. The British Forces Post Office is dedicated to providing postal and courier services to the UK Armed Forces and is a renowned brand across Defence. Approximately 250 dedicated, hard-working civilian and military staff work collaboratively to deliver both personal and official mail to over 650 locations across the globe; keeping our armed forces connected through free letter and parcel services that play a vital role in sustaining the morale of our Armed Forces.
BFPO is split into two main branches: Operations and Operation Support with the Operations arm sub-divided into three main departments; Defence Postal Service, Defence Mail Service and Defence Courier Service. In support of the Defence Welfare Package, Defence Postal Services is obliged to provide an effective and efficient mail service to UK Armed Forces personnel, their dependents and other entitled users deployed on Operations, Exercise or at Firm Base or other static locations worldwide. The Defence Mail Service provides a distribution network for all UK Official mail items. Defence Courier Service provides secure national and international courier delivery of Protectively Marked (security-sensitive) Material for the UK Armed Forces and other organisations. The Aviation Security Compliance Manager will work within Defence Postal Services.
The majority of our diverse mixed civilian and military staff are based at our purpose-built headquarters situated within the RAF Northolt Station in Ruislip, West London. We have approximately 50 staff located at a further 10 sites across the UK. We form an integral part of Defence Equipment and Support as part of the Land Domain. Our BFPO headquarters is conveniently accessible from the M40 motorway, the A40 and London.
Responsibilities
As a Regulated Agent, Defence Postal Service must comply with the EU Aviation Security Regulatory Framework and the Dept for Transport (DfT) National Aviation Security Programme mandate regarding the secure clearance of airmails for global conveyance. The Civil Aviation Authority (CAA) oversee / regulate the UK’s Aviation Security Industry, performing a comprehensive compliance management and assurance audit service on behalf of the DfT.
This post is vital to the secure execution of Defence Postal Service Operations, in assuring all aspects of Aviation Security at BFPO Northolt conforms in strict accordance with CAA and DfT regulations. BFPO is facing increasing demand from CAA and MoD security organisations to ensure safety compliance related to aviation and broader security concerns are robust and assured.
We are looking for a dynamic, self-motivated, hard-working and organised individual who can work flexibly and effectively in a customer first environment to tight timescales while remaining positive and focused on delivery. This post requires a people person and good communicator who can enthuse others to achieve desired outcomes under sometimes difficult and demanding circumstances.
As an essential member of the BFPO team, operating in a broad and highly varied role, you will have many duties including:
• Ensuring that there is sufficient compliance infrastructure and appropriate management support at this critical operational location which is the most crucial (in terms of impact to Service Personnel, their families and other entitled pers worldwide), element of BFPO’s outputs.
• Ensure the DPS maintains the mandated levels of service delivery in accordance with BFPO’s Command Acquisition Support Plan.
• Ensure a safe and compliant system of work is maintained in the DPS warehouse / industrial working environment.
• Maintaining effective management controls, records database and audit regimes that ensures BFPO’s strict compliance with all EU regulatory framework and UK National Aviation Security programme requirements is achieved without fail.
• The production of appropriate business case documentation and statement of requirements that continually assure successful contract renewal of external service provision for DfT approved Regulated Agent Air Cargo Security Training to BFPO staff.
• Maximise and maintain BFPO’s security screening capability through the application of effective training aids, workshops, individual coaching and mentoring others on all aspects of X-Ray screening, National X-Ray Competency Test and Image recognition (6+ 6) training.
• Championing DPS safe ways of working and task risk register effectiveness, undertaking regular workplace reviews and implementing appropriate management action that ensures staff compliance and OHSE assurance is always achieved.
• Effective financial management control and programming of aviation security training expenditure that ensures costs are maintained within taught budgeting constraints.
This position is unique and critical to the execution of Defence Postal Service tasks. Any shortfall in this area of the Defence Postal Service would have exponential budgetary and operational impact, which has high risk of attracting ministerial level interest.
You will also be expected to provide broader support to the organisation by:
• Upkeep of a comprehensive staff capability matrix that aids delivery managers to plan and implement timely ops training and development interventions.
• Workplace (X-Ray) Supervisor lead, undertaking and managing monthly X-Ray machine radiation monitoring in accordance with specified parameters.
• Providing Subject Matter Expertise on all matters Aviation Security and compliance to BFPO internal & external stakeholders.
• Technical lead on Mail Screening demonstrations and briefings during BFPO tours & VIP visits.
It is essential that:
• You are capable of successfully completing the DfT approved Aviation Security Cargo Operator Screener training as a minimum, as well as learn, understand and carry out your role in line with BFPO’s specific procedures and guidance.
• You have a good level of IT proficiency and Microsoft Office Applications understanding as you will be required to use a variety of MoD systems and Management Information Databases.
It would benefit your application if you have:
• Proven experience of X-Ray Screening in either mail or Aviation Security environments.
• Experience of manual handling and have previously worked in the defence or similar industry.
• Being Risk Assessor and/or are OHSE qualified.
Please note:
* The working hours will be an 8-hour period between 0600 – 1800 Monday to Friday.
* You must be able to lift up to 10kg unaided and up to 30kg with assistance.
* In addition to the agreed salary, this post also offers the BFPO Northolt recruitment and retention total allowance of £3,250 pa.
