SALARY RANGE: $110,000 – $180,000

Sound Transit is changing the way we move around the region with an unprecedented number of system expansion projects taking place over the next seven (7) years, and more projects taking place through 2040, we will more than quadruple the current service area! GENERAL PURPOSE:
This is a leadership role to direct, manage, and supervise systems engineering project managers and subject matter experts.  The successful candidate relies upon management and leadership skills and experience of transit systems engineering to ensure that the work performed by assigned engineering managers and staff is completed efficiently, on-time and to a continuously improving level of quality.  Collaboration and coordination with Operations, Civil and Structural, Architecture, IT, Contracts, Construction Management, and Safety and Security to deliver complex systems projects is an essential job responsibility.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Plans, directs, coordinates, and reviews the work of assigned staff and consultants to ensure work activities meet Agency values and strategic plans including safety and quality objectives.
  • Recruits, coaches, trains and motivates staff and manages employee relations.  Prepares developmental work plans for staff, recommends and implements corrective actions and disciplinary procedures as appropriate.
  • Manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary.
  • Assists the Director of  Systems Engineering and Integration by directing and coordinating the systems work program; providing management of assigned staff to ensure control of projects scope, schedule and budget; monitors and evaluates the efficiency and effectiveness of program service delivery methods and procedures; and recommends service and staffing levels.
  • Serves as key member of the department’s management team.
  • Assists in developing, administering, maintaining, and overseeing the Systems Engineering & Integration’s annual budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; reviews and approves division expenditures and implements adjustments.
  • Provides support to the department/division and others on matters as directed, including serving as staff on a variety of committees as assigned; preparing and presenting reports and presentations; attending and participating in professional group meetings.
  • Supports Agency Sustainability efforts to develop efficient designs and evaluate new technologies intended to improve efficiencies and reduce impact.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelor’s Degree (from an ABET accredited college) in engineering, construction management, or closely related field, six years of technical systems engineering experience that includes working with consultants and contractors, preferably in a rail or transit related environment, and four years of staff supervisory, budgetary, and management responsibility; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Valid state driver’s license.

Preferred Licenses or Certifications:
Washington State Professional Engineer license.

Required Knowledge of:

  • Theories and techniques for managing and leading organizational change, decision making, resource planning and employee performance.
  • Principles and techniques of project management.
  • General engineering principles, methods and techniques applied during design, construction, testing and commissioning, operations and maintenance of transportation infrastructure projects.
  • Recent developments, current literature, and sources of information related to emerging trends and innovation in area or practice.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Contract and procurement strategies and management principles.
  • Transit industry engineering principles and practices of mechanical, electrical, and communications systems engineering; preferably for light rail transit.

Required Skill in:

  • Advanced skill in understanding the whole problem, seeking different perspectives, understanding interdependencies, and decomposing complex problems into solvable elements.
  • Performing negotiations and partnering with local jurisdictions, authorities having jurisdiction, utilities owners, contractors, and community groups.
  • Ability to foster a relationship with employees focused on continually developing technical and interpersonal skills.
  • Developing and/or monitoring program/project operating budgets, costs, and schedules.
  • Ability to manage a large workload, prioritize effort, delegate effectively and manage commitments
  • Excellent ability to establish and maintain effective working relationships with other agency staff, consultants, contractors, authorities having jurisdiction, and other stakeholder groups.  Is able to consistently reach consensus with diverse groups of stakeholders.
  • Excellent skill in the ability to communicate clear and accurate technical information to technical and non-technical audiences in verbal and written form.
  • Ability to develop well defined goals and evaluate performance objectively of assigned staff.
  • Recent developments, current literature, and sources of information related to emerging trends and innovation in the transit industry.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when working in the field.
