Locations

Ideally the postholder will be based in London, Leeds or Manchester. But it may be possible for the post to be based in Birmingham, Bristol, Cardiff, Newcastle or Nottingham.

Job description

The Solicitor’s Office and Legal Services (SOLS) is HMRC’s Legal Group. SOLS has about 1,450 staff who conduct legal and accountancy work for every part of HMRC. SOLS has four directorates.

This role is in our Legal Operations and Business Transformation Directorate. This Directorate conducts statutory reviews of HMRC decisions and co-ordinates ministerial correspondence for HMRC and some HMT correspondence (this role). There is also a DD led team conducting litigation in the tax and social entitlement tribunals and a DD led team providing corporate services for SOLS (finance, people functions, strategy and planning).

This role is to lead two distinct functions; the reviews function and the ministerial correspondence function. The role is to ensure that both functions are high performing and trusted. The postholder will need to lead the operational delivery of this work whilst implementing SOLS’ strategy to ensure we are a professional, modern, influential and trusted partner which is key to delivering HMRC’s objectives. The postholder will work with SOLS senior leadership teams to ensure we are fully delivering HMRC’s strategic ambitions.

All of this is needed at a time of ambiguity and change. The UK leaving the EU continues to raise novel and difficult issues which SOLS need to advise on. And the impact of COVID-19 means SOLS needs to react quickly to HMT’s policy developments as well as dealing with the impact on our staff and business delivery. We have seen a rapid increase in more people working more regularly from home and we need to consider what that means for the future. We also want to reconsider our operating model in light of our strategy and recent developments.

The post holder will be a key member of the Legal Operations and Business Transformation Senior Leadership Team as well as HMRC’s Senior Leaders Group and will be expected to make a corporate leadership contribution.

  • A proven track record of strong leadership, creating teams that perform well, and with strong evidence of active corporate leadership
  • A team player who focuses on people and concentrates on making the work environment supportive, inclusive and open
  • A confident team manager who works at pace and demands that of team and others

Stakeholder Management / Relationship Building

  • Demonstrable ability to work with senior leaders across SOLS, HMRC and HMT and to present, persuade and influence in a variety of situations
  • A strong builder of networks and virtual groups across to bring people together to solve problems and work collectively for HMRC
