Full-Time Deputy Director

POSITION SUMMARY

Working under the general direction of the Director, Strategic Information Unit, the Deputy Director, Strategic Information (SI) Unit provides technical and managerial support to ICAP SI team.

 

MAJOR ACCOUNTABILITIES

 

  • Serve as content expert and technical lead on surveillance methods, size estimation, and sampling approaches for key populations; develop surveillance protocols/SOPs; and support other surveillance related capacity building projects 10%
  • Collaborate with Director of the SI Unit to ensure the analysis, dissemination and utilization of high quality, timely program data, as appropriate, and to develop, articulate and maintain an overall vision, support and capacity for SI-related activities and technical requirements across the organization 10%
  • Serve as Principal Investigator (PI) for ICAP awards on strategic information, health information and surveillance. Responsibilities will include providing expert technical and scientific guidance to the design of project-related activities and protocols, ensuring that all milestones and targets are achieved and liaising with the funder and the local collaborating partners to ensure project success. As Principal Investigator of ICAP awards, the Deputy Director will have full fiduciary and programmatic responsibility for those cooperative agreements 10%
  • Secure new funding opportunities for SI-related work within ICAP, including the development of new technical grant proposals 5%
  • Lead and/or contribute to the development and implementation of program evaluation and other operational research proposals, protocols, data collection tools, databases, SOPs, and IRB submissions 5%
  • Lead, collaborate with, and/or assist New York and in-country staff on development and preparation of abstracts, posters, presentations, and manuscripts resulting from program evaluation and operations research 5%
  • Periodically make visits to ICAP country offices for purposes of technical supervision and provision of technical assistance and support to ICAP teams 5%
  • Keep abreast of new monitoring and evaluation and surveillance trends through effective networking and participation in relevant forum and work to adapt and update existing ICAP systems 5%
  • Lead the planning and successful execution of the annual SI Unit retreat 5%
  • Support the Director of the SI Unit to oversee SI Unit management activities, as assigned, including staff meetings, conference calls, and other related tasks 5%
  • Work closely with the Director of the SI Unit to manage staffing, coverage, and effort allocations and to conduct annual performance evaluations 5%
  • Effectively represent the SI Unit in internal and external meetings and conferences 5%
  • Supervise and oversee technical direction and prioritization of SI-related project implementation activities performed by SI Unit staff 5%
  • Supervise SI Specialists and provide high-level supervision and technical guidance to SI Specialists in planning and implementing M&E systems and surveillance 5%
  • Supervise casual employees supporting cross-cutting activities for the SI Unit, including coordinating their assignments and prioritizing their tasks 5%
  • Assist with the recruitment and hiring of SI-related staff in New York and at country and regional levels 5%
  • Perform other related duties, as directed 5%

TRAVEL REQUIREMENTS

 

  • Requires approximately 4-6 international trips per year with each trip lasting 5-10 days
  • Requires 1-3 domestic or international trips per year to conferences and meetings with each trip lasting up to 5 days

Education

  • Doctorate degree with training in epidemiology

 

MINIMUM QUALIFICATIONS

 

  • Minimum ten (10) years of related work experience
  • Advanced technical skills including demonstrated experience in monitoring and evaluation, public health surveillance, use and dissemination of public health data, and providing technical assistance in these areas
  • Strong leadership and management skills
  • Demonstrated problem-solving skills and analytical capabilities
  • Excellent written and oral communications skills
  • Demonstrated experience working independently and in a team environment and with management of staff
  • Strong project management, organizational, and administrative skills
  • Proficient with Microsoft Office suite

 

PREFERRED QUALIFICATIONS

 

  • Knowledge and experience working in the field of HIV/AIDS
  • Experience with international development or public health programs
  • Experience working with U.S. government or other bilateral donors, especially CDC
  • Experience writing manuscripts for peer-reviewed publications
  • Experience with data visualization software such as Tableau or Power BI
  • Data analysis experience using SAS, STATA or SPSS
  • Fluency in French, Portuguese, Russian or African dialect preferred
