We are looking for a Deputy Chief Information (& Technology) Officer who has the expertise, interpersonal skills, and wisdom gained from the lessons learned from your broad and deep experience in the major aspects of Information Technology, including IT strategy, application development (architecture, design, programming, testing), infrastructure, Cloud platforms, security, and IT operations.
We are a mission-focused technology team within the US Air Force continuously developing, deploying and operating (“DevSecOps”) mission-critical warfighting applications for the US Air Force that need to be operationally available and mission capable 24x7x365 in highly contested environments. We are developing “fit-for-purpose” solutions for some of the most challenging problems you will encounter. If we do our job well, we will help save lives, make our Air Force more lethal, deter our adversaries, and promote peace.
The CIO organization which provides IT direction to the product, application, and platform teams of Kessel Run encompasses a broad range of IT capabilities: Warfighting (aka “business”) architecture, application architecture & engineering, data, infrastructure & platform architecture, IT standards, testing, security, risk & controls. The heads of these functions report to the CIO. As Deputy CIO, you will be in a senior position working directly for the CIO and enabling him/her to delegate some of his/her responsibilities onto you. Thus, you need broad IT knowledge, combined with significant “hands on” experience, to be able to draw on your prior experience and lessons learned to quickly engage where needed and lead different teams deliver high quality results.
Responsibilities
Collaborate with the CIO and Kessel Run’s civilian and military leaders on the following:
- IT strategy: Develop Kessel Run’s technology vision, strategy, and roadmaps
- Bring a holistic and forward thinking approach to key initiatives. Partner with Branch Chiefs to manage and oversee key initiatives across the enterprise, ensuring they are progressing according to plan.
- Data Strategy & Architecture: Work with the Chief Data Officer and his data team to implement data governance and quality, data architecture & engineering solutions for our applications, and well-architected, machine-to-machine integration with applications and platforms
- Application & Platform Architecture: Jointly with the heads of these teams, architect, engineer, build and deploy solutions that are resilient, scalable, highly available, secure, performant in highly contested environments.
- Security, Risk & Controls: Collaborate with the Chief Security Officer to evaluate and enhance our security posture as the technology & threat landscape evolves.
- IT infrastructure & operations: Collaborate with our IT infrastructure and platform teams to implement best-in-class IT operational practices to enhance the availability of our on-prem and Cloud platforms.
- Enterprise standards & metrics: Develop and enhance policies, standards across the IT functions.
- Testing: Work with the Test Chief to improve our quality assurance capability.
- Collaborate across branches and departments & communicate technology vision and strategy, ensuring that both internal and external stakeholders are aligned on the vision, strategy, and plan, and informed on key technology initiatives and priorities.
- Develop and mentor a high performing team of technologists.

Who You Are
- BS/BA in Computer Science, Engineering or a related field; MBA or other relevant graduate degree is a plus
- Prior experience in as an Enterprise Architect, CIO or similar leadership role
- Proven “hands-on” experience across a wide-range of IT functions, including IT strategy & roadmap development, project management, leading application development teams, architecture & engineering, IT operations, security, risk & controls.
- Excellent communication & interpersonal skills, with the ability to effectively collaborate with cross-functional teams and stakeholders.
- Ability to work independently and proactively addressing issues and opportunities, aligned with the organization’s strategy, strategy, and direction.
- Leadership and organizational abilities
- Excellent observational skills and a great analytical ability
- Understand technical concepts related to system architecture
- You have a track record of owning and driving priorities with logical rationale and consistently making correct strategic decisions
- You are a U.S. citizen and are eligible to obtain a U.S. Top Secret Security Clearance. You will need to apply for and obtain a TS/SCI clearance (if you don’t have it already) to continue to perform in this role.
This is a Federal civilian service position within the United States Air Force. We are hiring at the equivalent of GS-15 level for this position.
