At DE&S – a vital part of the Ministry of Defence – we manage complex projects and delivery activities that equip and support the UK’s Armed Forces for both current and future operations. Within DE&S the CBRN (Chemical, Biological, Radiological and Nuclear) team are responsible for the procurement and support of all CBRN defence capabilities, this includes some specialist CBRN medicines where the team operate both a development and support programme.

Responsibilities

As one of the two Defence Responsible Persons, you will provide the direction and highly specialised support to the professional and operational aspects of Good Distribution Practice (GDP) across Defence within the scope of the MOD’s Wholesale Distribution Authorisations (WDA). You will be responsible for safeguarding medicinal product users across Defence against the potential hazards arising from poor distribution practices. In line with UK & EU legislation/guidelines on GDP and other medical licences, you will have defined authority and responsibility for ensuring that a quality management system (QMS) is implemented and maintained. You must be highly familiar and experienced with regulations and best practice. You will have delegated responsibility from the CEO.

Within the CBRN team the post holder, as a Defence Responsible Person (RP) for pharmaceutical governance and assurance in accordance with Good Distribution Practice, will operate within the CBRN capability area but with regulatory reach across Defence. The post holder will also be expected to draw on their wider experience and have some responsibilities towards assisting the teams development programme with advice and SME knowledge in areas such as requirements setting , compliance assessment and the provision of independent advice and experience.

You will demonstrate drive, enthusiasm and energy as well as an ability to lead on complex issues at a strategic level. With a strong clinical background, you will ideally be qualified as a pharmacist and registered with the appropriate professional organisations. Intimate knowledge of and the ability to work with the MHRA, both preparing for and hosting GDP inspections will be key. The effect always centres on both producing and enforcing policy right across Defence. In short, the post requires a high achiever with the right skills and the ability to drive change, interpret and enforce policy, communicate at all levels, work through complex problems and advise the MOD’s senior leadership. Knowledge and experience of the MOD is a key requirement of the post. As a result, you will be confident giving expert advice across the MOD at a senior level, not least maintaining a formal reporting line to the DE&S CEO who is legally held to account for good distribution practice to over 300 Defence sites worldwide.

To be successful in this role you will:
• Be eligible as a recognised Responsible Person with the MHRA
• Ideally be a qualified Pharmacist (with a MPharm degree or equivalent) with suitable post-registration experience and knowledge of the products traded under the licence and the conditions necessary for their safe storage and distribution
• Hold registration and membership with: General Pharmaceutical Council; or can demonstrate competence by other registrations eg RSC
• Be highly familiar and experienced in the work of the MOD, specifically CBRN and related emergency medicine and the workings of the defence supply chain.
• As a secondary set of responsibilities alongside the primary responsibilities around assuring legality and compliance of the CBRN medical countermeasures portfolio it is desirable for you to be experienced in setting requirements for and/ or managing pharmaceutical development programmes alongside being able to provide advice and guidance to more junior or inexperienced members of staff in these areas and to provide professional advice alongside other team members inputs
• Be expected to offer impartial advice and to be able to operate autonomously.

Although ideally you will be based at Abbey Wood fulltime applications for other remote locations can be considered, however you must be able to visit site at Abbey Wood once a week.

To be found successful you must demonstrate the following essential criteria:
• Be a qualified Pharmacist (with a MPharm degree or equivalent) or Pharmacy Technician
• Hold registration and membership with the General Pharmaceutical Council;
• Ministry of Defence, Defence or Military background is essential
