Data Manager Job Description: The Data Manager is responsible for providing training and support to Pennsylvania Voice partners in the integrated voter engagement work group. The Civic Engagement Data Manager advises partners and colleagues with data-informed best practices, administers tools and databases provided to partners, provides turnout and voter registration program reports and incorporates Pennsylvania Voice analyses findings to inform the collective plan-making with partners. This position reports to the Director of Data and Analytics.
About Pennsylvania Voice:
Established in 2010, Pennsylvania Voice is the 501c(3) table for more than 55 state and local-based organizations, working year-round to create a more accessible, inclusive, and representative democracy by amplifying the voices, leadership, and expertise of communities that have historically experienced deliberate barriers to civic participation. Our partnership is grounded in the belief that a fair and just society will be achieved through collective power; that democracy requires full participation and equitable representation; and that the pathway to power in the Commonwealth of Pennsylvania must include Black, Indigenous, Latinx, and AAPI communities.
Together, we win shared policy and civic engagement victories to build long-term power.
A team of experienced organizers/strategists staff Pennsylvania Voice. We coordinate, support, convene, and co-create with a diverse community of statewide and local leaders, each representing distinct organizations, around three program areas:
- Civic Engagement: Year-round integrated voter engagement campaigns that increase voting, voter registration, and participation in civic life among all Pennsylvanians and specifically Black, Indigenous, and communities of color
- Voting Rights and Access: Modernizing elections to make voting more convenient and fully accessible to all
- Reflective Democracy: Investment in community leadership and governance that is accountable to community interests and needs

Principal Responsibilities for the Pennsylvania Voice Data Manager:
- Administer the VAN. Some examples of VAN administration work include, but are not limited to, universe creation and targeting, maintaining partner accounts and handling support requests, running reports, uploading data, setting up phone banks, supporting MiniVAN, etc.
- Train partners and table staff on VAN and other tools, targeting techniques (including the use of models), and best practices for using data.
- Support data and tool needs for turnout and voter registration programs.
- Work with the Civic Engagement department to provide the table post-program reports and recommendations for improving programs.
- Work with the Civic Engagement team to support partners developing plans, make strategic recommendations, and provide insight into ways to make data and database operations more efficient and effective.
- Maintain documentation of all voter contact, turnout, and election protection data.
- Function as part of a national data team to build and maintain the shared state and national data infrastructure necessary to support partner program work. This includes, but is not limited to, required calls with respective State Voices data team members, required convening attendance, etc.
- Support other PA Voice data projects as specified by the Director of Data and Analytics.
Qualifications–The ideal candidate will possess the following qualifications:
- Demonstrated commitment to racial and gender equity and experience with communities of color, women, low-income people, LGBTQIA individuals, and/or other historically marginalized communities.
- Strong Microsoft Excel/Google Sheet skills.
- Experience with the VAN (Voter Activation Network) or other civic engagement platforms and voter contact tools such as ThruTalk, ThruText, Hustle, CallHub, Empower, Reach, etc.
- Ability to translate technical instructions into easy-to-follow language for non-technical audiences.
- At least one previous cycle of data analysis experience, or at least two previous cycles of issue or electoral field campaign experience. Familiarity with voter registration drives is preferred but not required.
- Willingness and aptitude to seek out and learn new technological skills which specifically will result in enhanced data analysis or ability to guide partners to adopt new tools.
- Ability to track, manage, and effectively complete multiple projects and meet multiple deadlines. Ability to work well under pressure, while maintaining a high level of detail orientation and meeting deadlines.
- Intermediate SQL proficiency preferred.
Compensation: Salary range for managers is $60,000 – $70,000. As a full-time position, the Data Manager is eligible for our excellent benefits package, including full medical and dental coverage and a 401(k) package.
Location: Physical Office located in Philadelphia, PA. Due to CoVid-19, we are currently working remotely through 2023 but to complete some of the duties listed above some regularly scheduled office visits will be required. Candidates must be based in Pennsylvania or willing to relocate by the start date.
