Full-Time Cybersecurity Technical Writer III (Remote; Washington, DC)

Position Summary: 

This position can be REMOTE.

The Cybersecurity Technical Writer III produces high-quality 508-complaint documents that effectively translate technical materials for better understanding by the Client and the communities it serves.  Deliverables include general and cybersecurity materials such as Authorizations to Operate (ATO), risk assessments, Plan of Action and Milestones (POAM), architectural documents, user guides, info graphics, charts, help guides and developer guides.  This position works collaboratively with technology executives (CIO/CISO), developers, architects, quality engineers and security experts to ensure work products meet compliance, technical and quality standards, and support project objectives.

Key Responsibilities1:

  • Research and independently develop high-quality 508-compliant documents, including cybersecurity project deliverables (e.g., Plan of Action and Milestones (POAM), Authorization to Operate (ATO), risk assessments), white papers, blogs, user guides and training manuals, meeting minutes, business process and data flow diagrams, etc.
  • Receive and respond to feedback, make timely changes as requested; keep organized records of changes and edits for reference.
  • Work with internal project teams to gather and understand product and documentation requirements; effectively apply them to materials; stay abreast and respond to changes and updates as required.
  • Document systems, procedures, processes, workflows, and governance as well as system and/or enterprise architecture; write easy-to-understand user interface text, as well as online help and developer guides.
  • Prepare written presentations for mangers or targeted groups to explain highly technical or complex programs, projects or situations and solicit their buy in.
  • Create illustrations, graphs, charts and other media for materials, as needed.
  • Conform to required standards, while also suggesting technical corrections for improved formatting, content, structure, organization, and clarity that benefit users.
  • Edit and review own work and the work of others, as needed.

Perform other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

Experience, Knowledge, Skills & Abilities:

  • 3-5 years’ technical writing experience supporting security documentation and ATOs; also experience authoring and updating enterprise applications documentation
  • Must have the knowledge to be able to proactively make informed decisions and recommendations to ensure documentation meets compliance, technical and quality standards, and supports project objectives
  • Bachelor’s degree in a relevant field such as technical writing, English, journalism, communications, computer science, electrical engineering, other engineering or technical disciplines, and at least 3 years of related work experience in the field
  • Good spoken communication, strong written, visual and digital communication skills with an attention to details; able to quickly grasp complex technical concepts and make them easily understandable using text and pictures; able to diagram and illustrate workflows
  • Respectful demeanor and interpersonal skills; ability to work independently and as part of a collaborative team in virtual and in-person environments; must be organized, and able to effectively prioritize and meet deadlines
  • Strong understanding of Cloud Infrastructure nuances, Services and Solutions with modern security controls and strategies
  • Basic understanding of network infrastructure, SDLC, software development, and cloud-computing
  • Understanding of NIST, Security Controls, Microservices, API’s and 3rd Party Identity Management
  • Familiarity with, Risk Management, Zero-trust security management, security incident response documentation process, API methods and protocols
  • Experience inheriting FedRamp controls and evaluating 3rd party tools
  • General proficiency with Microsoft Outlook, Word, Excel and PowerPoint
  • Experience reviewing documents for 508-compliance is desired but not required
  • Knowledge of FISMA, DOD Stig, a plus; experience with Google Cloud Infrastructure and Microsoft Azure also a plus
  • Experience in working within federal agencies is a plus

Our Clients
This position supports several BCT clients.  A majority of the work will be with the U.S. Department of Health and Human Services (HHS) Administration for Community Living (ACL) Office of Information Resources Management (OIRM).  The mission of HHS ACL is to maximize the independence, well-being, and health of older adults, people with disabilities across the lifespan, and their families and caregivers. ACL’s Office of Information Resources Management (OIRM), located within the Center for Management and Budget (CMB), works with ACL’s program centers to provide and transform information technology services in support of programs serving older Americans and Americans with disabilities.
This Project
ACL’s goal is to identify, develop, operate and secure a portfolio of new and existing systems that better support the needs of its program, increase system security, and/or reduce the cost for system development and operations.  These technology solutions must comply with a complex set of laws and regulations, as well as user and reporting requirements, and must be sustainable and easily adaptable as program and compliance requirements evolve.
OIRM operates across four segments, all reporting to the ACL Chief Information Officer:  1) IT Portfolio Management (ITPM), 2) Enterprise Digital Strategies & Solutions (EDSS), 3) Policy, and 4) Administrative Support. These segments are cohesive and must work in concert to achieve effective results.   OIRM has contracted with BCT Partners to provide support to EDSS.
