Your opportunity at a glance

The WSLCB Finance Division is announcing an exciting opportunity for a Contracts Specialist 3 position in Olympia, WA. This position reports to the Contracts, Procurement and Risk Manager in the WSLCB’s Finance Division. The position serves and complements the WSLCB’s mission and goals by providing contract and procurement assistance to the Liquor and Cannabis Board divisions to ensure the Agency is maximizing its position in Procurement and Contracting.

In this role, you will perform professional contract and purchasing administration with responsibility in the negotiation and preparation of complex contracts, interagency agreements, data share agreements, leases, letters of understanding, procurement of goods, equipment and services for the Agency and ensure that all acquisition of goods and services are compliance with applicable state and federal laws, rules and agency administrative policies.

Duties

Some of the duties you will perform are:

  • Provide consultation and technical assistance to agency staff on matters relating to developing, managing, and monitoring contracts to assure compliance to procurement rules and policies.
  • Work with staff to ensure specifications and performance standards are well defined and do not restrict competition.
  • Prepare evaluation criteria for bid evaluations; analyzed and evaluated returned bids and/or proposals and determined compliance.
  • Provide expert technical assistance to department programs and staff members on State rules and regulations, Agency policies, guidelines, and procedures involved in contracting for goods and/or services.
  • Negotiation and preparation of complex contracts, interagency agreements, data sharing agreements, leases, and letters of understanding to provide or obtain services or goods for the agency, including technical contract support activities such as contract cost price analysis, contract compliance administration or contract property administration.
  • Negotiate with parties to any contract, agreement, etc., on terms and conditions establishing reasonable cost levels, equitable fees and profits, reporting dates and alternative proposals; coordinate the evaluation of bids and proposals with specialists who are concerned with the scope of the program.
  • Assure compliance with the terms of contracts and resolve problems concerning the obligations of either the State or private concerns; settle contractor claims.
  • Manage entire formal solicitation process including ECMS, solicitation document creation, defining scope with customer, procurement schedule management, evaluation, award, and contract file audit.
  • Perform ongoing contract and contractor evaluations to ensure that goods and services are delivered or performed in accordance with contract requirements and contract prices remain competitive with the general market.
  • Originate and finalize competitive solicitation documents incorporating necessary steps to finalize contracts for long term agreements and or one-time purchase.
  • Conduct agency-wide purchasing activities to include contract negotiations and development, direct buy, competitive solicitations and sole source acquisitions for goods and services.
  • Provide purchasing support to agency staff as well as work directly Department of Enterprise Services and other state agencies as necessary.
  • Evaluate bids or proposals and determines compliance with procurement requirements, including but not limited to technical specifications, life cycle costing, the Environmental Protection Agency’s recycled content guidelines, instate reciprocity, minority and women business enterprise participation and price.
  • Determines appropriate course of action/procurement methodology including but not limited to competitive bids, sole source acquisitions, and requests for proposal or direct negotiations.
  • Communicate with vendors on status of billing, orders, price adjustments, returns and agreements.
  • Responsible for purchasing goods and services, including small purchases and larger purchases that involve complex procurement activities.

 

 

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Option 1:

Seven (7) years of professional experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Option 2:

An Associate’s degree in business administration or closely allied field AND

Five (5) years of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Option 3: 

A Bachelor’s degree in business administration or closely allied field AND

Three (3) years of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Option 4:

A Master’s degree or higher in business administration or closely allied field AND

Two (2) year of professional experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Desired Qualifications:

 

  • Experience in working with information technology contracts and/or procurements.
  • Experience in working with Washington state agency contracting and procurement practices which includes drafting, managing, monitoring, or analyzing contracts, and procurements.
  • Experience in applying the state and federal laws, rules and policies pertaining to contracting and procurement practices for specific contract and procurement types such as professional, purchased and client services, data sharing agreements, interagency agreements, direct buys and competitive solicitations.
  • Familiarity with DocuSign, SharePoint or other content management systems.
  • Experience drafting solicitations and contracts.
  • Demonstrated ability to work creatively with others to effectively solve problems.
  • Work within a team environment, utilizing excellent interpersonal skills.
  • Maintains effectiveness when experiencing major changes in work tasks.
  • Demonstrated ability to write clearly and concisely.
  • Excellent communication skills including the ability to clearly convey information and ideas.
  • Uses effective listening skills to understand and learn.
  • Maintain confidentiality both inside and outside of the workplace.
