The WSLCB Finance Division is announcing an exciting opportunity for a Contracts Specialist 2 (In-Training) position in Olympia, WA. This position reports to the Contracts, Procurement and Risk Manager in the WSLCB’s Finance Division. The position serves and complements the WSLCB’s mission and goals by providing contract and procurement assistance to the Liquor and Cannabis Board divisions to ensure the Agency is maximizing its position in the supply chain.
In this role, you will create and maintain bid documents (RFP, RFQ, RFQQ and ITB) and contracts. You will provide necessary contract guidance and procurement planning to support each Division’s activities. You will also be responsible for high quality data entry into the statewide Enterprise Contract Management as well as the agency’s SharePoint system. You will aid with LEAN SIX SIGMA process improvement activities and assist with agency wide procurement training sessions.

Duties
Some of the duties you will perform are:
- Perform ongoing contract and contractor evaluations to ensure that goods and services are delivered or performed in accordance with contract requirements and contract prices remain competitive with the general market.
- Direct corrective action as required, including negotiations to correct performance, price adjustments or contract termination. Author correspondence and coordinate distribution to suppliers, agencies and other stakeholder representatives.
- Individually or in complex situations, with senior staff, meets with contractor representatives, including executive officers, and customers to resolve contractual issues.
- Represent the Liquor and Cannabis Board as an attendee or presenter at events and conferences. Review trade publications to stay current with market trends.
- Communicate with local, regional, national and multinational suppliers to acquaint them with the State’s purchasing program and to stay current with industry and professional purchasing standards.
- Perform market analysis and customer needs assessment studies to identify new contracting opportunities. Coordinate consolidation of actual and estimated purchasing volumes. Develop and implement strategic direction of contract development. Exercise authority to independently make decisions with major fiscal impact.
- Determine appropriate course of action/procurement methodology including, but not limited to, competitive bids, sole source acquisitions, and request for proposals or direct negotiations. Originate and chair committees and evaluate input relative to specification development and contract award.
- Originate and finalize competitive solicitation documents incorporating necessary steps to finalize contracts for long term agreements and or one time purchases. Direct selection of interested and qualified vendors for bid distribution. Conduct pre-bid conferences to address concerns and provide direction to interested bidders.
- Analyze and evaluate returned bids or proposals and determine compliance with contract requirements, including but not limited to, technical specifications, life cycle costing, the Environmental Protection Agency’s recycled content guidelines, in-state reciprocity, minority and women business enterprise participation and price.
- Coordinates and evaluates supplier demonstrations. Reject bids that do not meet bid requirements. Execute contract awards and all other contract actions, including contract expiration and extensions.
- In accordance with state purchasing rules, conduct one-time purchases for the agency based on divisional requirements. Assist the divisional customers with specifications, source suppliers, developing purchasing documents, track receipt of goods (packing slips) and processing of payments (invoicing).
Qualifications
Required Qualifications:
The goal class for this position is a Contracts Specialist 2. We will consider applicants who meet the requirements for both the Contracts Specialist 2 and the Contracts Specialist 1 levels. If you are hired as a Contracts Specialist 1, you will be placed in a training program to become a Contracts Specialist 2 within a specified period of time.
At the Contracts Specialist 1 level: Pay Range 47 ($3,821 – $5,013 monthly) (In-Training)
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Option 1:
Five (5) years of professional experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
Option 2:
An Associate’s degree in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field AND
Three (3) years of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
Option 3:
A Bachelor’s degree in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field AND
One (1) year of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
Option 4:
A Master’s degree or higher in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.
Note: A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for the experience and education.
At the Contracts Specialist 2 level: Pay Range 53 ($4,425 – $5,813 monthly) (Goal Class)

Six (6) years of professional experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
Option 2:

Four (4) years of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Two (2) years of professional experience in in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

One (1) year of professional experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.

Preferred/Desired Qualifications:
A Certified Public Procurement Buyer (CPPB) certification.
