Full-Time Contract Engineer II – NEW HIGHER SALARY
Job Description
- Assist in the delivery of Highway Maintenance Improvement projects HMIP, RMIP, and general maintenance/operations activities by assisting field units in the development and preparation of contract plans, estimates, and packages using NCDOT forces, Contract Engineering Inspection (CEI) staff, General Engineering Services Contractors (GESC), and On-call Engineering Services Contractors to ensure effective program delivery.
- Manage Maintenance Contract Development and Administration, including developing plans, quantities, engineering estimates, and proposals for unit-specific or division-wide maintenance contracts.
- Assist County Maintenance Engineers, Bridge Engineers, Traffic Engineers, and Roadside Engineers in scoping contracts to achieve goals established in the HMIP, RMIP, STIP, and for other maintenance activities. Contracts include Interstate Maintenance, resurfacing, pavement preservation, vegetation management, various locations paving, various locations concrete, plant bed maintenance, curb ramp replacement, specialty drainage, marking and re-lensing projects, bridge maintenance, culvert replacement, and other maintenance contracts.
- Supervise NCDOT and CEI Engineers and Technicians in the development and delivery of Maintenance/Operations contracts.
- Negotiate scopes of work and manage GESC/on-call engineering services to deliver routine and emergency contract documents.
- Use our SAP, AMS and other NCDOT online databases to ensure goals are achieved.
- Provide reports to Maintenance Operations units to assist in planning.
- Evaluate unit costs to ensure compliance with state/regional targets.
- Assist with maintaining our HMIP and RMIP to ensure that goals are met.
- Monitor spending plans of Maintenance Operations units to ensure targets are met and not exceeded.
- Thorough knowledge and understanding of concepts, practices, and theories used in contract development and contract management and the ability to use it in practice.
- GIS system experience and knowledge.
- Basic computer skills for engineering/business software applications, online databases, and math functions.
- Customer service experience in resolving problems involving explaining engineering concepts to customer groups.
- General knowledge to oversee compliance regarding multiple specialties.
- Working level understanding of NCDOT and business objectives of maintenance operations.
- Experience to identify and resolve project/program changes.
- Communication skills to express moderately-complex engineering concepts and related facts in a clear, concise, and organized manner.
- Ability to:
- Evaluate and approve moderately-complex program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes and design needs.
- Perform inspections/audits to ensure that proper procedures are followed.
- Make recommendations and decisions on non-routine engineering and/or program matters or other areas requiring technical engineering expertise.
- Provide technical analysis.
- Serve as a mentor/resource to peers and junior staff.
- Modify delivery, language, or content to account to different audiences.
- Write clear, concise, and organized documents/reports addressing moderately-complex engineering concepts and facts.
- Provide consultation to clients or others related to the specific program/project.
- Develop and manage program/project plans.
- Consult with senior professionals to discuss alternative solutions.
- Supervise staff, and develop/implement short-term strategies consistent with NCDOT goals.
- Bachelors degree in engineering, and
- 3+ years of experience; or
- An equivalent combination of training and experience.
