Role overview:
To effectively contribute to the work of the Investment and Delivery Directorate team, ensuring contract compliance of external funding, devolved funding projects, and any subcontracting agreements by analysing and approving claims, MI and performance data
Key role and responsibilities:
This is not a comprehensive list of all the tasks, which may be required of the post holder. It is illustrative of the general nature and level of responsibility of the work to be undertaken.
- Implementation of the compliance function in the day-to-day delivery of external and internal funding programmes including, audit, claims and quality assurance processes for the Liverpool City Region Combined Authority.
- Responsible for funding and compliance management of the project working closely with funding bodies and internal finance department.
- Production of weekly and monthly funding and delivery reports and reforecasting of deliverables as appropriate.
- Monthly reconciliation of invoices/claims against actual evidenced costs, i.e. payroll and direct costs, and re-profiling of project finances.
- To keep up to date with changes to funding requirements and eligibility that could affect performance and resources and using knowledge to implement necessary changes in a timely manner.
- Responsible for testing the compliance of all funded contracts and contract for services, undertaking ongoing and proactive management, monitoring, verification, recording, analysis and reporting
- Provide advice and guidance to the implementation and maintenance of effective systems of control, including governance, risk management and counter-fraud.
- Develop and implement an Audit Quality Assurance and Improvement Programme Framework.
- Support Providers to embed the principles of risk management.
Required skills and knowledge:
- Recent experience of working within an externally funded project environment with knowledge and experience gained of all financial and accounting practices
- Practical experience of supporting high profile programmes, working at an operational level to ensure programme targets and milestones are delivered
- Good knowledge and understanding of apprenticeships and other education and skills programmes
- Financial awareness in relation to budgetary control and monitoring of contract compliance
- Extensive knowledge of external funding and programme requirements
- Experience of building and maintaining effective working relationships with a range of key stakeholders.
- Experience of maintaining accurate records and information
- Experience and practical knowledge of project control techniques relevant to outcome-related funding models, including financial analysis, appraisal, financing and risk management and evaluation.
