Job Description
Salary range is $55k to $115k, with a midpoint of $85k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.
GENERAL PURPOSE:
Under general supervision, coordinates the activities of contractors and employees engaged in the monitoring and reporting of on-time performance data on Sound Transit owned right of way. Responsible for overseeing, auditing and inspections for passenger and freight tenants on the Sound Transit owned ROW and supports the checklists, performs the procedures and executes the plans needed for ensuring safety and compliant operations of these tenants. Performs senior level technical assignments and may act in a technical or team leader role for various projects within the Sounder Commuter Rail Department. This position is primarily responsible for providing support to management on transit operation related projects, performing analysis and coordinating with internal staff as well as various external agencies, contractors, consultants and related entities.
This position requires broad interpersonal, communications and analytical skills, with a fundamental understanding of project management and control concepts. Ensures that interests of Sound Transit are protected with safe operations, oversight of efficiency testing and monitoring performance reporting with incentives and penalties. Keeps division informed on industry regulations and guidelines, familiarity with plan updates of various divisional documents associated with commuter rail; and performs other duties as assigned by the Agency.
ESSENTIAL FUNCTIONS:

- Provide in-depth coordination and analysis of resources for operations related projects of diverse scope, work independently on specific project and program assignments.
- Assist in all aspects of administrating Operations and Maintenance of Sounder program including coordination with Sound Transit staff, consultants, contractors and governmental agencies.
- Coordinate and attend various technical meetings with contractors and agency staff, ensuring quality compliance with related checklists, required practices and documentation.
- Summarize, analyze and strategize operations and maintenance issues, provide recommendations for problem solving and service improvement.
- Develop monthly updates to project budget, and schedules, obtain and monitor expenditures, prepare and submit weekly electronic reports on assigned projects.
- Apply industry standards, technical criteria, procedures and quality control to assigned projects.
- May work independently as a team member on complex problems or projects where analysis of situations or data requires an evaluation of variables.
- Participate in the preparation and presentation of Board Motions, Resolutions, and Discussion Items with staff reports.
- Interaction, knowledge sharing and negotiation across organizational boundaries, with other local, state and federal agencies/jurisdictions and with business partners such as local transit agencies, BNSF, Amtrak, WSDOT and Tacoma Rail; with a major focus on the development of collaborative relationships.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in Transportation Planning, Business, Engineering or a related field, graduate degree preferred. Four years of experience in performing transportation or other similar project support, coordinating and assisting with the performance, budgets, schedules, oversight of contracts, preferably maintenance, reading and understanding prints and technical specifications, rules and regulations, inspecting systems, understanding of workplace safety and quality assurance; OR an equivalent combination of education and experience.

Required Knowledge and Skills:
• Proficiency with 49 CFR regulations for railroads as well as the General Code of Operating Rules (GCOR).
• Understanding and managing commuter rail operations, services, and maintenance in accordance with applicable requirements and laws.
• Operational characteristics, services and activities of a transit program. Areas of rail should include wayside, vehicle, facilities and/or operations.
• Methods and principles and practices of rail safety requirements in maintenance and operations.
• Methods and techniques of vehicle maintenance operations standards and practices.
• Principles and practices of inspection and maintenance of track, roadbed, signals, communications, and computer systems.
• Working with pertinent federal, state and local laws, codes and regulations of the Federal Railroad Administration.
• Contract oversight and procurement strategies and principles. Principles and practices of governmental budget preparation and administration.
• English usage, spelling, grammar, and punctuation.
• Computer applications such as word processing, spreadsheets, and statistical databases.
• Coordinating the updating of program plans, ability to research, analyze and report on regulations related to technical themes of railroad operations and maintenance.
• Providing support to the division/department and others on matters as directed.
• Maintaining awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate.
• Ensuring processes, policies and practices are interpreted and applied consistently and effectively.
• Ensuring accountability and compliance with all current and applicable state and federal laws, as well as agency policies and procedures, rules and regulations.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Working cooperatively with other departments, Agency officials, and outside agencies or entities.
Physical Demands / Work Environment:
• Work is performed in a standard office environment and out in the field.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, potential physical harm, and extreme noise when conducting site visits and working in the field.
