Minimum Qualifications of Education and Experience

Full salary range is $41.54 to $69.39 per hour.

Bachelor’s degree from an accredited college or university in Planning, Architecture, Public Administration, or closely related field and four (4) years of increasingly responsible experience in a similar position as listed in the work function.

OR

Master’s degree from an accredited college or university in Planning, Architecture, Public Administration, or closely related field and three (3) years of increasingly responsible experience in a similar position as listed in the work function.

OR

Combination of education and experience equivalent to eight (8) years of experience in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid drivers’ license and be free of any major traffic violations for the past three (3) years

Desirable Qualifications:

  • American Planning Association, American Institute of Certified Planners (AICP).

Nature of Work

Under general direction, manages, plans, coordinates, and oversees an assigned team within the department. Organizes, develops, administers, and monitors work programs, grants, agreements, staff resources and quality control. Analyzes, interprets, and develops public and program policies and procedures. Supervises staff and applicable programs. Works as part of the management team and supports the director with projects as assigned.

Examples of Work

  • Provides leadership, guidance, and mentorship for an assigned team. Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer.
  • Oversees regional planning projects. Ensures plans and reports represent Olmsted County policies and ordinances.
  • Oversees planning studies that include gathering data, conducting research, applying statistical analysis, and presenting results.
  • Develops department operating procedures.
  • Creates and implements stakeholder engagement strategies.
  • Secures and manages grant resources, agreements, reporting, and compliance.
  • Represents the Olmsted County Housing and Planning Department at policy board meetings and volunteer board meetings.
  • Completes other tasks and projects as assigned.

Knowledge, Skills and Abilities Required

  • Thorough knowledge of Metropolitan Planning Organizations and related regulatory requirements.
  • Thorough knowledge of planning practices and procedures in transportation, land use, growth policies, economic development, housing, or other planning programs.
  • Thorough knowledge of project management.
  • Knowledge of supervisory principles.
  • Skill in statistical techniques and GIS applications.
  • Skill in prioritizing and organizing work in accordance with schedules, level of importance, and compliance requirements.
  • Skill in developing and using appropriate organizational models and computer hardware/software systems for gathering, analyzing, and reporting program, management, environmental and safety information.
  • Skill in the use of computers and technology, including professional office software and geographic information systems.
  • Skill in effective verbal and written communication including presentations and public speaking.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to apply environmental safety principles to complex problems.
  • Ability to participate in and lead effective teams.
