Full-Time Civil Engineer III – Project Manager
Job Description
- Manage day-to-day activities/tasks to lead multi-disciplinary teams in planning, roadway design, and hydrology assigned a portfolio of centrally-managed State Transportation Improvement Projects (STIP) during the pre-construction phase to ensure project schedules and defined outcomes are met.
- Supervise and manage the development/coordination of the planning and design of centrally-managed projects.
- Provide oversight and review of the preparation of contract documents, engineer estimates, specifications, standard drawings and special construction details and develop/ implement measures to control project costs.
- Track project changes, maintain project milestones, and identify risks/mitigation strategies to ensure projects remain in scope, on schedule, and within budget.
- Communicate with team members to expedite completion of critical tasks, ensure deliverables comply with all federal and state laws, rules, regulatory actions, policies, and procedures, and request technical deviations/exceptions to advance projects.
- Provide technical guidance to private engineering firms (PEF), administer PEF contracts, review, and process invoices.
- Make recommendations to the Senior Project Manager and provide feedback on consultant performance.
- Transportation project development experience overseeing and managing complex transportation projects and developing/managing project scope, schedule, budget, quality, and project risks.
- Knowledge of professional engineering principles/practices of civil engineering related to Highway Design with an emphasis on project planning, project design, construction, and maintenance methods related to the Project Delivery Process.
- Knowledge of Federal/State regulations/laws and FHWA/NCDOT design policies, procedures, and guidelines.
- Experience leading teams to apply engineering principles to difficult, complex, or unusual design situations, making sound recommendations and decisions, and providing guidance in designs.
- Experience leading multi-disciplinary teams and fostering communication with Senior Leadership, stakeholders, citizens, and among project team members.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
- Bachelors Degree in engineering, and
- 4+ years of relevant experience; or
- An equivalent combination of education and experience.
