Job Description

Salary range is $75k to $115k, with a midpoint of $95k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

Under general direction, performs professional level engineering duties in support of the Agency’s engineering design and construction projects related to area of assignment; performs a full range of engineering analyses, functions, and activities; keeps current, accurate records on each assigned project; trains new and existing staff on work methods to ensure conformance with standards; and responds to questions and inquiries from the general public, contractors, consultants, engineering professionals, and Agency staff regarding engineering information related to area of assignment.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Performs a variety of professional level duties in support of assigned engineering design and construction programs with limited supervision; develops, applies, and coordinates design criteria, engineering standards, technical criteria, and quality control procedures, including the schedule, scope, and budget of assigned projects or project elements; provides updated schedule information as necessary or requested; provides support to assigned project managers by identifying critical engineering issues, evaluating alternative solutions, and giving recommendations for the preferred approach; and coordinates design efforts with multiple technical disciplines and completes technical review of a variety of plans, specifications, agreements, and documents.

• Supervises, reviews, and coordinates all issues related to design, procurement, and installation of track; assures the track installation for the entire Link Light Rail Program fulfills design intent as to functionality and service life; monitors all track work related to construction activities for entire Link Light Rail Program; performs other heavy duty civil construction contracts as assigned; accomplishes essential project management activities for track construction and project elements including management of scope, quality, schedule, cost risk, personnel, consultant/contractors, contracts, and communications; works with Sound Transit employees and consultant staff to correct deficiencies; participates in the preparation and administration of assigned budgets; and submits budget recommendations and monitors expenditures for special projects.

• Performs civil and track engineering that includes the preparation of drawings, alternative analysis, specifications, reports, design calculations, permit applications, exhibits, and cost estimates to produce contract drawings and specifications necessary for constructing a project.

• Reviews design plan sets and works with the design teams to identify right of way acquisition requirements; tracks consultant production of parcel maps, legal descriptions, and exhibits; coordinates and obtains right of entry requests for the civil teams; produces the final Right-of-Way Certifications before construction begins; assists with providing construction support by helping to interpret acquisition documents and by tracking contractor usage of temporary construction easements as requested by the construction management team; reviews acquisition and condemnation documents; assists in coordinating the real estate and civil schedules to ensure the timely acquisition of properties; provides utility engineering assistance; supports segment managers with civil design and review of designs; and provides Computer Aided Drafting and Design (CADD) support when there are critical deadlines.

• Coordinates assigned activities with other divisions, departments, outside agencies, and franchise utilities; serves as liaison between project managers, engineering consultants, contractors, outside public agencies, and private franchise utilities; provides support to assigned project design managers by identifying critical utilities conflicts, evaluating alternative relocation solutions, and providing recommendations for the preferred approach; provides engineering assistance and technical expertise on assigned projects involving multiple consultants and contractors.

• Responds to questions and inquiries from the general public, consultants, contractors, engineering professionals, and Agency staff regarding information related to area of assignment.

• Provides technical assistance in preparation of public education materials, outreach documents, and public meeting presentations. Provide technical support to outreach staff at public meetings.

• Prepares and maintains a variety of records and reports concerning operations and programs related to area of assignment; maintains up-to-date contract drawings, including developing and organizing project record drawings (“as-builts”) during the course of construction; participates in providing and coordinating staff and consultant training, mentors staff, and works with staff and consultants to correct deficiencies.

• Provides support to the department/division and others on matters as directed; serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

• Works with staff and consultants creating and validating design alternatives with the help of various design software tools. Interacts with design staff to ensure that light rail design and resulting civil impacts are appropriate and economical.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelors Degree in civil engineering, or closely related field and four years of civil/architectural engineering design and construction experience that includes project management work and experience working with consultants and contractors in area of assignment, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Professional Civil Engineer License issued by the State of Washington.

Required Knowledge and Skills:

• Operations, services, and activities of engineering and construction programs.

• Principles and practices of civil engineering.

• Agency design criteria manuals, policies and procedures, standard contract documents.

• Engineering consulting services and methods including reports, studies, cost estimates, plans, and specifications.

• Surveys, legal descriptions, title reports, and deeds.

• Property rights, outside agency real estate practices, outside agency engineering practices and standards; property acquisition under condemnation, State Laws (RCWs) related to property rights.

• Recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development.

• Contract and procurement strategies and management principles.

• Collaborating and partnering with local jurisdictions and agencies, utilities, contractors, and community groups.

• Risk assessment and strategic planning.

• Pertinent federal, state, and local laws, codes, and regulations as they apply to civil engineering programs and operations, including municipal codes, design and construction standards, and planning documents.

• Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.

• Principles of business letter writing and basic report preparation.

• English usage, spelling, grammar, and punctuation.

• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

• Hydraulic engineering and hydrologic computer modeling techniques.

• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.

• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

• Applying principles and practices of civil engineering related to area of assignment.

• Demonstrating a positive customer service orientation with both internal and external clients.

• Performing professional engineering duties involved in the design and development of a variety of engineering projects.

• Applying project management techniques and principles and defining a detailed project scope and control scope as a means of achieving overall project objectives.

• Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.

Physical Demands / Work Environment:  

• Work is performed in a standard office environment.

• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
