Job Description
This position may be filled as either a Civil Engineer or Principal Civil Engineer.
REQUIRED MINIMUM QUALIFICATIONS for ENGINEER
• Bachelor’s degree in Civil Engineering from an accredited engineering school
• A valid driver’s license
• Knowledge of the principles, practices, methods and techniques of civil engineering as applied to the design, construction and maintenance of public works infrastructure.
• Knowledge of engineering methods and techniques as applied to urban hydrology, storm sewer hydraulics and nonpoint source pollution.
• Knowledgeable in proper selection of erosion and sediment control practices, including the installation and maintenance of the practices.
• Ability to take charge of engineering projects in the field or office.
• Ability to establish and maintain effective working relationships by communicating, verbally and in writing, with city employees and the public.
• Ability to work in a constant state of alertness and in a safe manner.
• Knowledge of land surveying methods and techniques
• Knowledge of AutoCAD.
REQUIRED MINIMUM QUALIFICATIONS for PRINCIPAL ENGINEER
• Bachelor’s degree in Civil Engineering from an accredited engineering school.
• Minimum of 3-5 years of municipal engineering experience, including preparation and/or review of complex, comprehensive system plans.
• A valid driver’s license.
• Registration as a Professional Engineer in the State of Wisconsin is preferred.
• Thorough knowledge of the principles, practices, methods and techniques of civil engineering.
• Thorough knowledge of engineering methods and techniques as applied to the construction and maintenance of public works infrastructure.
• Ability to take charge of engineering projects in the field or office.
• Good verbal, written and interpersonal skills.

DESCRIPTION
This position requires knowledge and understanding of municipal civil engineering principles and practices in three general categories: transportation, storm water and utilities. Work involves, but is not limited to, design and prepare of construction plans and specifications, technical drafting, review of submitted plans and specifications for conformance City of Oshkosh standards, approval of right of way permits, functioning as Project Engineer on various public works projects, and coordination and communication with engineering staff, private utilities and the general public. Assignments afford some opportunity for independent judgment in planning work or in making technical decisions. This position works in cooperation with staff and may serve as a lead person over other various staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
• Design of Capital Improvement Program Projects (20%) – Perform technical work in the design of streets, storm sewers, sanitary sewers, water main, structures and other civil engineering projects, and reviews designs, details, and storm water reports of similar plans designed by others for Public Improvement Projects.
• Coordination/Communication with the public, contractors, consultants, and provide customer assistance (20%) – Job duties may include working closely with the public, utility billing clerks, contractors and consultants, and to provide customer assistance in the operation of the Storm Water Utility. Act as a liaison to the public to maintain accurate customer billing information, answer billing questions and review and approve credit applications.
• Site Plan Review (15%) – Site Plan Review includes, but is not limited to the review of plans, specifications, and storm water management reports submitted for compliance with City of Oshkosh specifications, City of Oshkosh Municipal Code requirements for storm water management, and other city and state policies for private developments, and the completion of necessary forms to provide information to City Attorney’s office for drafting of legal agreements such as operation and maintenance agreements, easement agreements and encroachment agreements.
• Storm Water Compliance for Capital Improvement Program Projects (10%) – Ensure CIP projects comply with local and state regulations, including completing DNR Permit applications and writing Storm Water Management Plan reports.
• Maintain and update engineering records (15%) – Maintain and continue to update Site Plan Review software, review and provide updates for Storm Water Utility Billing and Storm Water Utility credit applications, maintain files for residential drainage concerns, non-residential drainage plans, updating of GIS records, and construction site inspection documentations.
• Serve as project engineer on various Capital Improvement Program projects (10%) – Serve as project engineer on various public works and utility projects such as drainage, water, sanitary and storm sewer, paving and road construction. Job duties may include the preparation of cost estimates, plans, specifications, special assessments, preparing change orders and pay estimates, and monthly reports of work completed by contractors.
• Coordination/Communication with Engineering Staff (10%) – Job duties may include working closely with other Engineering Division staff to help establish work flow and provide engineering support.
• Perform other related duties as assigned.
TOOLS AND EQUIPMENT USED
Geographic Information Systems (GIS) and Computer Aided Design (CAD) software (AutoCAD Civil 3D is desirable), personal computer, surveying equipment such as a total station, theodolite, differential level, phone, copy machine, fax machine and calculator.

While performing the duties of this job, the employee may be frequently required to walk over rough terrain; use hands to operate tools such as an 8-pound sledge hammer or a shovel, and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. The work may be strenuous and repetitive. The work will also require sitting and operating a keyboard.
Specific vision abilities required by this job include being able to sight through a telescopic instrument, close vision and the ability to adjust focus.

The Engineering Division of the Department of Public Works for the City of Oshkosh is searching for a Civil Engineer. The Engineering Division administers approximately twenty five million dollars ($25 million) in construction contracts annually. The majority of these construction projects are designed and prepared by in-house staff, consisting of seven (7) engineers and ten (10) technicians, with varying degrees of experience. The City utilizes Autodesk Civil 3D for plan construction and preparation. In addition to Autodesk Civil 3D, the City utilizes a full line of ESRI products; ArcGIS Desktop (ArcMap and ArcGIS Pro), ArcCatalog, ArcGIS Online, Collector, Survey123, Dashboards, etc., to assist in plan preparation, record keeping, and construction documentation.
The City recently transitioned to all digital plans, specifications, daily inspection reports, and construction record forms. To accomplish this transition, the City invested in mobile technology for all field staff. The City continues to focus on process and technology improvements to increase efficiency and to be fiscally responsible to all of our property owners.
Ideal candidates will be highly motivated individuals capable of working independently and within a team atmosphere. The management of construction projects from survey to design, and through construction is a highly collaborative process that requires everyone’s effort.
The Engineer position is a progressive position allowing for advancement based on experience, knowledge, and demonstrated abilities. There are two (2) levels of Engineers, and the placement of candidates upon hire will be dependent on experience.
Current programing needs are expected to include an Engineer with proficiency in Autodesk Civil 3D and street pavement design.
