The Position

Job Appointment: Full Time, Limited Duration. Persons appointed to limited term positions will be designated as limited-duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

Work Schedule: Monday – Friday, 8 am-5 pm. An alternate schedule may be available.

Work Location: Hybrid. In-person work to be conducted at The Vanport Building located at 1810 SW 5th Ave. Field work is also required at various locations in Portland. Remote work must be performed within Oregon or Washington. Position Summary

The Bureau of Planning and Sustainability (BPS) is seeking to fill City Planner II positions within the bureau’s Long-Range Planning Program. One position that is available immediately will be responsible for developing recommendations for establishing a City Legacy Business Preservation Program within the bureau’s Historic Resources program. Other positions are forthcoming.

As the City of Portland’s long-range planning bureau, BPS coordinates and leads complex multi-agency projects that shape Portland’s built environment and the lives of its residents. City Planner IIs are responsible for developing and modifying plans, policies, guidelines, and zoning code provisions for long range planning projects. They conduct research and policy analysis in several program areas and engage the community in defining issues and identify opportunities to inform plans and policy. They are expected to exercise sound independent judgment and initiative in developing solutions and making recommendations to resolve problems.

As a City Planner II, you will:

Serve as project coordinator or lead planner on long-range planning projects to prepare reports, develop and modify plans, policies, guidelines and zoning code provisions.

Draft zoning code amendments, ordinances and legal findings of fact; research, draft and recommend regulations.

Develop and amend land use plans, policies, regulations and guidelines in compliance with Portland’s Comprehensive Plan and regional growth management policies.

Draft and execute public engagement plans for specific projects.

Apply culturally relevant methods to engage with communities to create long range plans that include the interests of underserved and underrepresented groups.

Engage communities at all stages of the planning process and ensure communication materials are accessible to Limited English Proficiency (LEP) communities and/or those who learn in different ways.

Manage the public testimony for various projects.

Research planning issues, using a variety of sources including mapped information, databases (such as AMANDA), legal documents (such as statutes, codes, ordinances and briefs), technical studies, abstracts, site visits, and collecting field data.

Evaluate data gathered for appropriateness and validity and assess trends.

Prepare a variety of written communications, including analytical reports, land use plans and legislative findings, correspondence, agendas, meeting minutes, public notices, public information materials.

Develop and monitor the work program of technical and community advisory committees, professional service contractors, inter-bureau work groups, and ad-hoc project-specific teams; assist in drafting scope of work documents, requests for proposals, funding proposals, budget-related documents, and public outreach strategies.

To Qualify

The following minimum qualifications are required for this position:

• Ability to engage with issues related to access, equity, diversity, displacement, inclusion, implicit bias, and institutional racism.

• Knowledge of theories, principles, standards, practices, and current trends in urban planning, historic preservation, and/or economic development.

• Ability to understand and evaluate local, state, regional, and federal laws, regulations, incentives, and best practices.

• Experience effectively using interpersonal skills to establish and maintain excellent working relationships with colleagues, diverse members of the public, business interests, public agencies, and nonprofit organizations.

• Experience researching, analyzing, and making informed recommendations on topics related to urban planning, historic preservation, sustainability, and/or economic development.Although not required, you may have one or more of the following:

• Ability to understand the challenges facing longstanding, locally owned, and/or small businesses in Portland, and/or the Main Street Program.

• Experience developing comprehensive plan policies and zoning code regulations to promote sustainability and reduced reliance on fossil fuels.

• Experience drafting zoning code regulations to incentivize residential development, including specific types of needed housing.
