Toronto’s City Manager is the most senior official in the City’s administrative structure, with accountability to the Mayor and City Council for the policies and programs delivered by members of the Toronto Public Service. In carrying out this challenging mandate, the City Manager is assisted by three Deputy City Managers– responsible for the Community & Social Services, Corporate Services, and Infrastructure & Development Services portfolios – and the Chief Financial Officer.

As the next City Manager, you will be a true steward and champion of the City’s people and resources. You will lead the Toronto Public Service in its ongoing journey of transformation and modernization, ensuring continued momentum and progress. Strategically minded and results-oriented, you will execute on the overall strategic direction for the City by establishing corporate goals, objectives and priorities that align with the City’s Corporate Strategic Plan and City Council priorities.  As City Manager, you will be integral to managing the relationships with the City’s many agencies and corporations, other municipalities, the Ontario Public Service, Public Service of Canada, and other key stakeholders throughout the private and broader public sector.

You must have, and demonstrate, political acumen and emotional intelligence as a strategic advisor to the Mayor & Council, working actively to advance Council’s mandate while ensuring a system of efficient, responsible, and accountable administration and operations. A motivating leader, you will foster a culture of collaboration, engagement, and shared values.  You will also have overarching responsibility for the City’s Equity and Reconciliation approach.

With a proven track record of success in advancing organizational priorities, you will be adept at creating opportunities for service innovation and effectiveness, including shared success across programs, divisions, partner agencies and organizations.  You will ensure that City services, programs, and policies are responsive to the needs of Toronto’s diverse communities by promoting and managing human rights and implementing key corporate initiatives to foster equity, diversity and inclusion in all City policies and practices.

As the successful candidate, you will be an experienced administrator with a strong understanding of Toronto’s municipal government. You will be well-grounded in the necessary operations and duties of local government, with a knack for meeting the needs of the community, support sustainable budgeting, provide strong leadership and support to staff, and excel in employee and community relations.

In this exceptional leadership role, you must be a resilient, agile, and strategic organizational leader with the confidence to navigate within a large, complex, multi stakeholder organization, all balanced with humility, and empathy for others.  Supporting the Mayor and Council, while prioritizing competing responsibilities, in your role as City Manager you will build trust to create and support an organizational culture that embraces change, diversity, and fosters professionalism, honesty, innovation, and an enjoyable work environment.
