Full-Time City Assessor

Job Description

The City Assessor administers all duties of the City of Oshkosh Assessment Services Division to provide fair and equitable assessed values on all real and personal property in the city in accordance with state statutes. This position occupies a leadership position within the Oshkosh community, so our next City Assessor must have outstanding communications skills, significant knowledge and understanding of the principles and practices of property assessment, and effective supervisory skills to motivate, train, and manage staff. The City Assessor is responsible for successfully administering the division’s annual operating budget.

 Key responsibilities include:

  • Supervises the maintenance of assessed values annually, including valuing building permit work, reviewing sales and annexed properties, personal property, etc.
  • Sets office procedures and annual and long-term goals for the division and staff. Supervises and trains staff to establish and maintain residential values using generally accepted appraisal practices, including market, income and cost approaches, as well as advises and assists staff with unusual and complicated properties. Completes annual employee evaluations.
  • On an annual basis, establishes assessed values on all real and personal property in the city according to Wisconsin Statutes Chapter 70 and the Wisconsin Property Assessment Manual. Administers all tax listing duties such as parcel mapping, legal descriptions, parcel splits, and parcel combinations to correctly describe all property in the city.
  • Validates all sales used by the Wisconsin Department of Revenue (DOR) annually in establishing an average assessment ratio and equalized values. Submits reports required by the Wisconsin DOR. Testifies at Board of Review, in court hearings, and at 70.85 DOR appeals.
  • Maintains a database of current and accurate property information which is provided to city and county departments and to the public. Works closely with the IT Division to maintain and improve the assessor software.

 

What you will bring to this position:

Experience. A minimum of six (6) years of experience in an assessment capacity, including supervisory experience.

Knowledge. Bachelor’s Degree in Business Administration, Accounting, Finance, Economics, Real Estate, or a related field and certification by the State of Wisconsin at the Assessor 3 and Assessor 2 levels under the State Assessor’s Certification Program at time of application and throughout employment.

Communication. Effectively lead a team and build rapport with property owners and the general public.

Collaboration. Ability to maintain a good working relationship with the community, other departments, supervisors, subordinates, Board of Review, and the Department of Revenue.
