Full-Time Chief of Public Facilities
Job Description
The City of Worcester seeks qualified applicants for the position of Chief of Public Facilities for the Department of Public Facilities. Under the administrative direction of the City Manager, the position is responsible for facilitating the maintenance and sustainability of City facilities. The Chief of Public Facilities is responsible for the daily operation and maintenance of City buildings, building asset and energy data management, and short- and long-term project planning. DPF is focused on all aspects of the operations of a set of assets, providing support to City Departments regarding all repairs and investment plans as well as overseeing the implementation of policies, procedures and programs that will assure well-managed, well-maintained buildings and facilities. The position is responsible for capital planning, design coordination, review, and contract management. The employee is required to perform all similar or related duties.

ESSENTIAL ELEMENTS:
- Oversee the day-to-day operations of City facilities, ensuring that all services are effectively delivered and facility needs are met including custodial, life-safety, engineering and general maintenance. Ensure that staff implements and provides these services in a manner consistent with City policies and City Manager directives.
- Ensure that all actions of the Department are taken in accordance with all executive orders and administrative directives issued by the City Manager, the financial procedures established by the City Manager and the City Auditor.
- Establish the priorities of the department and prepare long-range strategic plans and objectives consistent with the strategic direction of the City Manager.
- Responsible for all aspects of service delivery pursuant to these contracts, responsible for periodic and ongoing performance and financial review, develop RFP’s, and assuring payments and invoicing match contract pricing. Initiate audit and control systems to ensure statutory, policy and contractual commitments are met.
- Lead the facility management team in the supervision of maintenance programs relating to the interior and exterior of City buildings.
- Provide architectural design and construction management services on any City capital facility project; to include, the preparation of construction plans and specifications in compliance with all applicable building and engineering codes and architectural standards; the preparation and filing of applications for any and all permits and approvals necessary to implement and complete any capital facility project.
- The administration of the public bidding laws for the award of capital facility improvement contracts; the preparation of feasibility studies, master plans, building programs, engineering studies, environmental assessments, cost estimates, conceptual design, design development plans and construction management services.
- Develop, prepare and present the annual Departmental budget, quarterly forecasts, and business plans.
- Develop, prepare and present capital budgets for City facilities. This includes contributions towards a multi-year plan of maintenance, facility improvement and cost reduction initiatives.
- Lead the Department Strategic Planning efforts in assessing current facilities, projecting future growth requirements, reviewing operational systems, and developing facility options.
- Approve all positions and direct the hiring, training and motivational activities of the Department of Public Facilities staff. Responsible for effective and proactive employee relations with all site staff and conduct and approve all performance evaluations of Departmental staff.
- Significantly improve and change existing methods, processes, and standards within job discipline.
- Attend seminars or training programs to maintain knowledge and awareness of techniques, utilization of technology, energy, state and federal laws regarding the divisions/department.
- Availability to work nights, weekends, and holidays, as needed, and to respond to emergency situations on an “on-call” basis.
- Facilitate building maintenance and management services for municipal and public buildings; to include the care, custody and control of the properties, including real property interests, personal property and tangible and intangible property.
- Provide architectural design and construction management services on any City capital facility project. This will include the preparation of construction plans and specifications in compliance with all applicable building, engineering codes and architectural standards; the preparation and filing of applications for any and all permits and approvals necessary to implement and complete any capital facility project.
- Consult with Accessibility Advisory Commission to review the plans for any such project with the accessibility to explain the compliance of the plans with architectural access regulations and codes and to ascertain whether any changes in such plans are feasible to improve building and facility access beyond that which said regulations and codes may require.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Thorough knowledge of City policies, operating practices, and procedures of the department as well as applicable State and/or Federal laws/regulations.
- Understanding or knowledge of the legal and fiscal constraints that govern the City of Worcester.
- Possess a strong knowledge and understanding of building mechanical, structural, and electrical systems.
- Thorough understanding of MA building codes, City ordinances, and best practices affecting construction and repair.
- Thorough understanding of MA procurement laws for the award of capital facility improvement projects.
- Ability to quickly grasp job responsibilities and expectations, build relationships with direct reports and other staff members and stakeholders.
- Demonstrated ability to work successfully with high level teams.
- Experience in strategic planning and budget management.
- Ability to manage, mentor and develop team members and emerging leaders within a distributed workforce.
- Ability to work under pressure, while maintaining sound judgment, discretion, and balance of competing interests.
- Experience in managing and challenging service providers and vendors to provide innovative solutions.

MINIMUM REQUIREMENTS:
- Bachelor’s degree business administration, facilities management, planning and design, architecture, or engineering, safety management, security management or a related field, or;
- An equivalent combination of education, training and ten (10) years of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above requirements.
PREFERRED QUALIFICATIONS:
- Master’s Degree in a related field
- Ten (10) years of work experience in project management, to include management of multiple and or highly complex projects
- Prior municipal experience
- Project management certifications
- Five (5) years of experience with staff supervision
- Five (5) years of experience establishing and managing operational budgets
SALARY RANGE: $142,000 – $148,000 annually, full-time, exempt with an excellent benefits package.
