Job Description

Job Summary:

The State of Tennessee seeks a Chief Information Officer (CIO) to lead the state’s technology initiatives.  The CIO is the principal IT leader for Tennessee state government — identifying, implementing, and managing successful solutions to better serve the people of Tennessee. The successful candidate will be an experienced IT leader with outstanding communication skills and the ability to lead change in a dynamic technology environment.

 

As CIO you will lead the State’s centralized information technology division, Strategic Technology Solutions (STS), within the Department of Finance and Administration (F&A). This is an Executive Service position and is located in downtown Nashville. You will report directly to the Commissioner of the Department of Finance and Administration.

 

As the State of Tennessee’s Chief Information Officer (CIO), you will be the primary spokesperson and advocate for technology within Tennessee state government. You will lead STS’s 1,100 employees to provide excellent service and innovative solutions to state departments and agencies so they can fulfill their role serving their customers. Your relationship to state leaders will be pivotal to the State’s  success integrating ever more efficient technology into its operations.  To succeed, you must be a leader, communicator, and technology innovator.

Specific responsibilities include, but are not limited to the following:

You will coordinate all major functional areas of IT to support the Governor’s strategic priorities and the technology needs of the Executive Branch departments. You will:

  • Build relationships with stakeholders and executives at all levels within the State.
  • Act as a change agent and provide oversight on state standards and technology trends.
  • Provide direction on workforce development strategies and implementation to support the organization’s goals.
  • Evangelize emerging technology opportunities and promote smart innovation across STS and state departments.
  • Develop and promote new enterprise services to meet changing business needs of the customer departments.
  • Lead strategic technology planning with each Executive Branch department to develop both short-and long-term technology needs in support of mission-critical program delivery to the people of Tennessee.
  • Ensure compliance with policies to ensure the State has secure and efficient systems.
  • Oversee all IT business operations including fiscal matters of the organization including budget development and management, cost modeling, and measuring value of services. STS business operations include:
    • Data Center Services (currently, two State-owned facilities in middle Tennessee) including facilities management, compute and virtualization, operating system administration, storage and backup, monitoring, and cloud enablement.
    • Network management including telecommunications, network engineering, and network and infrastructure operations.
    • End User Support including unified communications and collaboration, workstation support, Customer Care Center, mobile device management, cabling, and Active Directory, email and device configuration.
    • Business Application Services including agency business application development, management and maintenance, GIS, enterprise business intelligence and data analytics, mobile application development and management, enterprise database operations, and digital records and content management.
    • Business Solutions Delivery, including agency support for IT planning, portfolio management, project management, business application support, and customer service delivery.
    • Security and Risk Management, including incident response and analysis, vulnerability management, cloud security, business continuity and disaster recovery planning and testing, and governance, compliance and audit.
    • Business Process Services including IT service management, planning and governance, software asset management and IT supply chain, procurement and contracts, and IT workforce training.
    • Enterprise Architecture Services including cloud application architecture, solutions architecture, change management, artificial intelligence, enterprise robotic process automation.

Minimum Qualifications:

  • Exemplary communication and interpersonal skills. Ability to communicate with State leadership as well as an organization of 1,100 professionals.
  • Significant experience leading large-scale IT organizations. At least ten to fifteen years of professional level experience in the information technology field.
  • Must be well versed in the latest technology and modernization trends including cloud technology, business process automation, artificial intelligence, DevOps, and enterprise data analytics.
  • A bachelor’s degree in computer science, information technology, or business management. Significant professional information technology experience may be substituted for the required degree.
  • Public sector experience strongly preferred.
  • Financial management skills required, including cost modeling, budget preparation, and budget management.
