Chief Financial Officer
EAC Network, a not-for-profit social service agency that empowers, assists, and cares for over 82,000 people in need through 100 programs across Long Island and NYC, seeks a Chief Financial Officer in the Finance Department.
The Chief Financial Officer (CFO) position is an exempt position paying $150-160k per year. The hours of operation are Monday-Friday 9:00AM-5:00PM with a 35-hour work week. The office is located in Garden City, NY with some flexibility given for remote work. This role reports to the CEO and is a member of the executive team.

Primary Purpose of Job:
The Chief Financial Officer serves as the leader of all strategic aspects of EAC Network’s finance, accounting, and budget operations.
Measurable objectives:
- Ensure EAC’s financial stability through continual analysis and evaluation of the overall financial health of the organization with resulting recommendations for improvement being provided to the CEO, Executive team, and respective Board Committees
- Develop and implement successful strategies that plan for the sustainability of EAC
- Ensure that all financial activities are in accordance with generally accepted accounting principles (GAAP), internal policies, and regulatory requirements
General:
- Represents EAC Network in business dealings with financial institutions, funders, regulatory agencies, and other social service and/or health care organizations.
- Ensures timeliness, accuracy, and usefulness of financial and management reporting for government funders, foundations, EAC leadership, and the Board of Directors.
- Participate in weekly and monthly executive team meetings.
- Serves as a member of executive leadership and participates in developing the agency’s strategic plan.
- Responsible for all changes in agency financial policy and procedure.
- Manage and supervise Senior Director of Finance and provide leadership to the finance team.
Accounting:
- Oversee monthly closing of financial books.
- Create and perform final review of quarterly financial statements
- Coordinates, prepares, and oversees all financial audits in collaboration with the independent auditor and implements audit recommendations
- Ensures that EAC is in full compliance with all municipal, state, and federal legal and regulatory financial requirements.
- Review internal audit procedures on an ongoing basis.
- Ensures proper filing of tax returns.
- Oversee maintenance of fixed asset system to include coordination of tagging, reconciliation of detail to G/L, and calculation of depreciation.
- Oversee inventory reports for tagging and input of fixed assets to asset system.
- Oversee booking of semi-monthly payroll, FICA, and MTA into accounting system.
- Oversee reconciliation of certain bank accounts other than operating and restricted funds.
Budgeting, Cost Reporting, and Financial Analysis:
- Works with executive leadership to develop and implement process an annual operating budget. Monitors organizational performance against budget and recommends required actions to control spending.
- Work with CEO, COO, CDO, and CHRO to create the development and administration budgets.
- Work with COO to develop and maintain capital budget.
- Oversees cash flow planning and ensures availability of funds as needed.
- Oversees the timely and accurate development of budgets, financial reports, and forecasts that will assist the CEO, COO, and the Board in making informed program strategy, resource allocation, and investment decisions.
- Weekly tracking and reporting of all “Program-Restricted” funds and cost centers.
- Summary and reconciliation of predetermined assets (non-cash) and liability accounts on a quarterly basis.
- Responsible for revenue cycle management, billing systems and for maximizing reimbursement under managed care contracts, health home agreements, Medicaid, and other payors.
- Work with the COO on grants and contracts management, including designing program budgets for proposals and business plans, negotiating contracts and awards, forecasting spending, and providing decision support to program management, and ensuring compliance with donor and contractor requirements
Reporting:
- Serve as staff liaison to the Finance Committee and Audit Committee of the Board, assisting in crafting the agendas, presenting at meetings, and providing appropriate written reports.
- Present to the Board of Directors monthly; prepares analysis reports and summarizes financial information for the board members
- Oversee filing of semi-annual NY State Report on lobbying activities.
- Evaluates and oversees risk management and insurance issues
- Performs risk assessment and protection, and communicates risk information to the Board of Directors, the CEO, and executive leadership team.
Knowledge, Skills, & Abilities Required:
- Minimum of eight years’ work experience in financial management required, including at least five years of leadership experience.
- Experience working in-house at a complex organization, preferably in a non-profit human services agency, with a budget of at least $20M.
- Demonstrated leadership ability, team management and interpersonal skills.
- Familiarity with nonprofit accounting; Knowledge of generally accepted accounting principles and uniform guidance as relevant to 501(c)3 organizations.
- Analytical ability to see the big picture as it relates to financial and business matters
- Ability to communicate complex financial information in a clear, concise manner
- Knowledge of internal control systems used for general accounting principles and specialized nonprofit industry accounting practices and procedures and compliance requirements.

- Willing to work onsite at the headquarters in Garden City, NY, but may also require travel to other EAC locations.
- High level of proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, and Teams)
- Technical proficiency with finance and accounting systems. Experience evaluating and implementing accounting software.
- Experience working with and reporting out to a board of directors.
- Financial reporting and budget management skills and information technology skills required.
- Excellent communication, interpersonal and organizational skills.
