Full-Time Business Data Analyst

Job Description

Ocean Associates, Inc. (OAI) is seeking an experienced Business Data Analyst to support our business development team.  OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services and stakeholder engagement, supporting government contracts.

The position will assist in filtering and assessing business opportunities based on OAI’s past performance and compiling and interpreting contract data to prepare forecast analysis and business reports. The incumbent will lead all data manipulation efforts to maintain forecasts and assessments to support the business development team in securing new opportunities.  The ideal candidate has a track record with data manipulation, data analysis and JavaScript development, thrives in a small team environment and has experience with Federal government contracting.

Key Responsibilities

Support the business development team by performing tasks that include the following:

  • Maintain OAI’s forecast sheets and develop additional JavaScript apps as needed.
  • Complete matrixes based on past performance to assess level of technical experience for prime and subcontractor opportunities.
  • Review government procurement notices and identify contract opportunities, analyzing solicitation requirements and assisting proposal team in ensuring proposal compliance.
  • Synthesize and analyze data from multiple sources including SAM.gov and GSA eBuy, drawing conclusions into actionable business plans.
  • Assist in the construction of additional business development strategies based on contract performance data, government feedback and other related metrics.
  • Track key statistics for proposals.
  • Work on multiple projects simultaneously, balancing milestones and due dates.
  • Assist in proposal development, including evaluation of technical and contractual requirements, background research and writing.

 

Location: Remote only; preferably in the Continental US.

Required Knowledge and Experience

  • Bachelor’s degree, or higher, from an accredited college or university with emphasis in environmental science, ocean science, fisheries science, environmental policy, business administration or management analysis.
  • At least (5) years of experience in government contracting, management analysis or business writing fields. Education may be substituted for experience.
  • Self-learner and ability to understand new topics and IT data.
  • Proficiency in Microsoft Office and Adobe Acrobat (PDF).
  • Proficiency with Google Apps Script and JavaScript app development (or reasonable alternative) for data analysis and processing.
  • Experience with Google Workspace and online collaboration tools.
  • Interpersonal skills to balance multiple sophisticated projects at once while adapting quickly to unforeseen changes in project scope.
  • Ability to multitask and respond to tasks on short notice and within tight deadlines.
  • Ability to understand topics in environmental and ocean sciences and IT concepts.
  • Ability to work effectively both individually and collaboratively in a team/group setting.
  • Ability to receive constructive feedback and implement appropriate action.

Preferred Knowledge and Experience

  • Excellent written skills a plus.
  • NOAA familiarity or experience a plus.
  • Understanding of Federal Government contracting, including contract types and procurement vehicles, and all aspects of the contract capture/proposal process a plus.
