Full-Time Building Maintenance Supervisor
Job Description
The City of Worcester is seeking qualified applicants for the Building Maintenance Supervisor within the Worcester Police Department. Under the direction of the Deputy Chief of Support Services, the position is responsible for supervising building maintenance operations in the police headquarters facility and remote police substations to include the stables and any other facilities the department houses its police resources. The Worcester Police Department headquarters facility supports the work of sworn and civilian personnel and is always also fully accessible to the public. The headquarters facility accommodates a crime laboratory, a jailing facility, fueling operation, self-sustaining power generation plant, as well as a full-service garage operation.

ESSENTIAL ELEMENTS:
- Plan, organize, coordinate, and oversee daily maintenance and custodial activities for police headquarters and substation facilities to include the stables, the attached parking areas as well as roadways within these grounds.
- Present a facility care and maintenance plan on a periodic basis.
- Ensure the security, cleanliness and safe conditions of all facilities and equipment to determine both immediate and long-term maintenance and capital needs; recommend items for immediate or future repair or replacement; survey and evaluate various facilities projects to establish feasibility, costs of materials and labor, prepare bid packages.
- Create, manage and execute all facility preventive maintenance programs for electrical and mechanical systems; elevators, alarms and fire protection, lighting systems, access control, emergency power systems and pest control.
- Handle correspondence (email and written documentation) to communicate with City of Worcester staff, police department staff, and vendors and consumers outside and within the facility.
- Daily management of heating, ventilation, air handling systems, elevator systems, power generation and electrical distribution systems, and interfacing as department liaison to contractors and vendors servicing these systems.
- Manage building automation and energy management programs, preventive maintenance and associated service contracts, utility systems to determine needed maintenance and repairs.
- Review work in progress and ensure proper completion of work orders, contracts, and new capital construction projects.
- Schedule of subordinate craftsman or maintenance staff hours, management of assignments, daily cleaning schedules and administration of documentation to support fiscal operations.
- Provide direct supervision and oversight of all facility division staff; plan, organize and direct work assignments; manage performance.
- Ensure adequate training of facilities division staff in safety, preventive maintenance, emerging technology, proper chemical usage, and disposal.
- Assist Support Services in snow removal, sanding, de-icing and other winter maintenance operations as needed. Coordinate snow and ice clearing at department facilities.
- Coordinate with the police department administration to staff emergency operations and planning.
REQUIRED KNOWLEDGES, SKILLS, and ABILITIES
- Knowledge of public procurement policy
- Knowledge in education, training and experience in the principles and practices of facilities management and support services
- Proficiency with computers including Microsoft Office Suite
- Excellent verbal and written communication skills
- Ability to assign, train, supervise, and review the work of subordinates
- Ability to enforce building rules and regulations firmly, tactfully, and impartially
- Ability to establish and maintain effective working relationships with other employees and the public
- Ability to work independently and as part of a team
- Ability to operate small engine equipment such as lawnmowers, snow blowers, etc.
- Ability to lift and place items weighting up to 70 lbs.
- Ability to perform moderately heavy manual work.
- Ability to successfully pass a criminal history investigation and background check.
- Ability to maintain discipline of prisoners under institutional conditions.
- Ability to make routine reports.
MINIMUM REQUIREMENTS
- High School Diploma or GED Equivalent
- Five (5) years of experience working in general construction, HVAC, plumbing, electrical, fire suppression and alarm systems, boiler systems, roofs, hazardous materials, and/or digital controls.
- Two (2) years of experience in custodial, repair, and/or maintenance work
- Any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Prior supervisory experience.
- Possession of a valid and current motor vehicle operator’s license.
PREFERRED QUALIFICATIONS
- Associate degree in construction management or in a related field; or, equivalent combination of relevant education, training and experience in the principles and practices of facilities management.
- One (1) year of supervisory experience.
SALARY RANGE: $29.45 – $35.90 per hour, full-time, with an excellent benefits package.
