Full-Time Budget and Finance Manager, Technical Leadership Unit

Job Description

ABOUT THE OPPORTUNITY

Under the supervision of the Technical Leadership Unit (TLU) Senior Vice President, the Budget and Finance Manager’s primary responsibility is to oversee the portfolio’s business management functions, as well as to lead innovative thinking to advance financial and admin approaches, including compliance research, intensive cross-portfolio collaboration, complex contract and labor analysis, creation of tools and templates, and exploration of income generation and revenue diversification. In addition, the Budget and Finance Manager oversees the day-to-day monitoring, support and analysis of the project portfolio’s financial performance and operations and works across all portfolios to help integrate our thematic expertise across and within our regional projects. The TLU does not have a heavy focus on project implementation, but rather on pilots, networks, and a diverse portfolio of small, unusual and often very complex grants, contracts and indirect funded work. The Budget and Finance Manager also supports our humanitarian team in rapid response, requiring fast and efficient proposal budget development and finance and administrative support at project start up and close out, and occasionally during implementation.

 

LOGISTICS

Internews has US offices in Arcata, CA and Washington, DC which support a hybrid workforce with staff working remotely, fully in-office or partially remote. Our ideal candidate is based in the Washington, DC are and will work fully in-office or partially remote (remotely 2-3 days per week, and onsite 2-3 days per week). However, remote candidates based elsewhere in the US will also be considered.

DAY-TO-DAY TASKS will include:

Corporate (50%)

  • Provides regular reports and analysis to management, including advanced financial analysis for department budgets and labor forecasting;
  • Works closely with budgeting staff and business development to produce quarterly reviews of the financial health of the portfolio, and its contributions to technical diversification within the organization;
  • Serves as TLU contact for Business Administration Departments, such as Grants & Contracts/Accounting/HR, to resolve transactional business process issues and region-specific support issues;
  • Assists Senior Vice President in facilitating monthly operational review meetings and project review meetings;
  • In coordination with the HQ Accounting Reporting Team, develops strategies to track expenditures and financial information for funders with unique financial reporting requirements/templates;
  • Coordinates with HQ Accounting Reporting team to ensure financial reports and narrative reports are synchronized regarding financial data, particularly for awards or funders with non-standard reporting requirements/templates;
  • Acts as a liaison and between accounting and program teams regarding policy and procedures for complicated transactions or reconciliations;
  • Monitors available budget, including variations in planned versus budgeted labor, assisting program team with monitoring workload balancing and reporting of actual hours worked;
  • Conducts compliance research for potential new funders and partners, focused on Internews’ capacity to effectively administer funds;
  • Works collaboratively and proactively with Media Business team to design and build required financial processes/systems associated with revenue generation for partner media outlets; and
  • Other duties as assigned.

Programmatic (50%)

  • Provides analytical/financial support to Senior Vice President, and all thematic team leads (Humanitarian, Health, Environment, Media Business, FilmAid, and any others that may be added);
  • Prepares program budgets, projections and financial reports, across both Internews US and Internews Europe;
  • Develops and manages systems for labor analysis and tracking of staff charging across multiple budgets;
  • Drafts proposal budgets and budget narratives for new projects and modifications of current budgets, across both Internews US and Internews Europe;
  • Translates budgets from a wide variety of funder formats into Internews templates;
  • Provides creative insight into processes with eye to improving efficiency, transparency, and cross-portfolio collaboration;
  • Reviews and approves invoices, expense reimbursements, advance request, payment requests, Project Management Unit expenses and recode requests;
  • Works in close collaboration with regional teams and business development to draft budget components of projects which include technical expertise of the TLU. Tracks and monitors those components after project award;
  • Supports humanitarian team in rapid response, requiring fast and efficient proposal budget development and finance and admin support at project start up and close out, and occasionally during implementation;
  • Supports Senior Vice  President/Project Directors in start-up phases of new projects including launch and admin and operations systems-building in the field;
  • Support Senior Vice President/Project Directors in close-out phases of new projects, including tasks such as close tracking of project budgets, coordinating with accounting on financial reports, managing expenses and accruals, and managing inventory disposal;
  • Oversees the financial and compliance of TLU sub-grants and contracts and provides direct management in the absence of in-country staff;
  • Works closely with project accountants in the field during project development/handover-to-field, provides training and orientation as needed;
  • Supports and provides oversight for financial and admin requirements for Rapid Response Fund administration, small grants and other approaches for disbursing money to partners or members of our health and environment journalism networks; and
  • Other duties as assigned.

 

QUALIFICATIONS WE’RE LOOKING FOR

  • Relevant university degree, or equivalent experience, required
  • At least 5 years’ experience with non-profit project and portfolio management as well as developing or supporting USAID funded programs
  • Experience with grants, contracts, subgrants and subcontracts
  • Skilled in financial analysis, accounting, bookkeeping and financial management
  • Demonstrated budget development experience across multiple funders
  • Understanding of direct and indirect costs, labour allocations, overhead costs and NICRA structures
  • Familiarity with Internews finance and admin systems a significant asset
  • Demonstrated ability to think creatively and propose solutions, templates, formats etc. to improve efficiency, effectiveness, and collaboration
  • Creative, strategic, and analytical thinker
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate
  • Excellent communication skills: speaking, writing, and listening
  • Proven ability to set priorities and manage time effectively
  • Proven analytical and problem-solving ability

  • Proven ability to prioritize and handle multiple on-going assignments
  • Proficient in MS Office, excel, and budget analysis
  • Familiarity with ERP systems, SalesForce and other platforms/databases.
