Full-Time Assistant Utilities Unit Manager
Job Description
- Oversee the work and staff of the Western & Eastern Regions, Alternative Delivery & Special Projects, and Encroachments sections of the Utilities Unit. These groups provide services for NCDOT projects –utility coordination, utility design, and utility permitting to support delivery of NCDOT projects, and Encroachments – encroachment review and approval for requests to construct or install within the limits of NCDOT right-of-way (non-NCDOT projects).
- Support implementation of goals and objectives developed in conjunction with the Engineering Manager II (State Utilities Manager).
- Develop, document, and implement effective operational policies and procedures.
- Promote a culture of prompt and professional customer service.
- Review/develop policies, procedures, and guidelines to support the Unit’s goals and objectives.
- Ensure sufficient financial and staffing resources are available to meet the Unit’s objectives.
- Delegate staffing resources to ensure objectives are met.
- Ensure all Utilities Unit operational activities meet NCDOT standards and will provide a safe transportation network, and that rights and interests of the NCDOT right-of-way are maintained.
- Apply your knowledge of the NCDOT Project Delivery Network (PDN), NC General Statutes, FHWA, and NCDOT policies and procedures related to utility placement and relocations.
- Train and provide technical assistance to others.
- Give clear instructions and directions to the team, utility company staff, and NCDOT staff concerning utility/highway matters.
- Read and interpret highway plans.
- Experience managing human resources, including mentoring, coaching, disciplinary actions, employee performance review administration, and interviewing/recommending candidates for staffing.
- Experience improving project delivery through the development, improvement, and implementation of organizational processes, policies, and procedures.
- Experience anticipating and resolving problems, timely decision-making, and collaboration to facilitate and enhance project delivery and organization effectiveness.
- Experience ensuring work adheres to regulations and accepted industry guidelines and is completed according to schedule and budgetary constraints.
- Experience communicating major and/or complex situations, issues, and/or actions with individual work units, the organization, external customers, and the public.
- Bachelors degree in engineering, and
- 6+ years progressive engineering experience, and
- 4+ years of supervisory experience; or
- An equivalent combination of training and experience.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
