Job Description
- Assist with contract preparations and lettings for all division-let highway project contracts.
- Review plans, estimate quantities and project files to determine if the data contained is correct and in accordance with any planning report, technical data, and current NCDOT/FHWA policies and procedures.
- Evaluate and critique estimates, plans, and proposals prepared and submitted by other NCDOT units, consultant engineering firms, municipalities, and counties to ensure they have been prepared in accordance with NCDOT policies and procedures, federal requirements, and technical data pertaining to each project.
- Instruct and direct corrections of errors in all plans, proposals, and quantity estimates.
- Review plans designed by other NCDOT units and consultants.
- Create contract proposals, including proper selection and/or writing required special provisions and reviewing provisions submitted by other NCDOT units and consultants.
- Establish Disadvantage Business Enterprise (DBE/MBE/WBE) goals.
- Generate and review contract quantities.
- Formulate official engineer’s estimates.
- Enter data into computer systems.
- Advertise projects on division letting website.
- Write addenda when necessary.
- Assist with the bid letting process, including bid openings and reviews to ensure compliance with NCDOT goals, policies, and standards, and contract award/execution.
- Provide estimates on division-managed projects for project development and implementation.
- Demonstrated knowledge and understanding of engineering concepts, practices, and theories used in construction and maintenance projects proposal development.
- Experience assimilating large data sets to properly plan, prioritize, track progress, and monitor projects and programs.
- Computer skills using online databases (e.g., SAP), Microsoft Office (especially Word & Excel), and engineering-related applications such as Open Roads Designer, APLUS, and AASHTOWare Project Preconstruction (AWP).
- Strong skills in organizing resources, planning, scheduling, and coordinating work to maintain schedules.
- Thorough knowledge of programming, planning, scheduling, and funding procedures.
- Ability to work collaboratively and communicate effectively with co-workers, NCDOT staff, contractors, local and state officials, and the public.
- You can make independent decisions using your experience and skills with project development concepts and processes to resolve issues and develop proposals.
- Safety toes shoes required.
- We may require registration as a professional engineer by the NC Board of Examiners for Engineers and Surveyors.
- Bachelors Degree in engineering, and
- 3+ years of relevant experience; or
- An equivalent combination of education and experience.
